Overview:
Under the direction of the Vice-President, Chief People Officer (CPO), the Director, HR Service Delivery is responsible for the overall service delivery, including, the development, implementation, and management of all Human Resource policies, procedures, initiatives, programs, and services.

Working collaboratively with the divisional leadership team, the Director ensures department, division, and corporate objectives are met, and the corporate mission and values are supported. The Director is accountable for working as a strategic partner, collaborating with senior leadership across the organization to ensure operational goals are met while optimizing the programs, resources, and abilities of the division.

The Director is responsible for overseeing the resolution of all corporate labour and employment issues, and ensuring that employees have access to a respectful, healthy, and safe workplace. In addition to providing leadership and oversight into labour relations activities, the Director is responsible for overseeing the delivery of efficient and effective systems, policies, and overall administration for the People & Culture (P&C) division while continuously looking to improve technology, processes, and practices related to functions in the P&C division and oversee the development of accurate HR reporting and metrics to drive forecasting capabilities and strategic insights.

**Responsibilities**:

- Lead the development, implementation, and evaluation of strategic human resource strategies and deliverables in accordance with corporate culture to support and meet current and future divisional and corporate human resource needs.
- Provide advice and assistance and promote the principles and practices of various corporate-level HR initiatives and significant HR matters to the Executive and Senior Management teams.
- Build and sustain a value-added human resource function across the Corporation by partnering with leadership; and influencing cultural change to accommodate the evolving talent pool to ensure a skilled and committed workforce.
- Provide direction in the implementation of HR strategies, projects, programs, policies, and standards across the Corporation.
- Communicate policies and procedures, reinforce corporate values and the strategic plan, and demonstrate alignment between HR programs, business objectives, and corporate values.
- Oversee the development and utilization of workforce metrics to support data-based decision-making.
- Ensure all decisions and practices comply with legislation and regulations and keep abreast of changes and trends within the HR industry.
- Oversee the research, analysis, and preparation of bargaining proposals in conjunction with the corporation’s bargaining strategy and business requirements.
- Lead the development of the corporate negotiation mandate and strategy and lead collective bargaining on behalf of the corporation.
- Responsible for the management, administration, and interpretation of the collective agreement, providing leadership and direction on complex and highly confidential employee and labour relations issues.
- Responsible for the human resource management system (HRMS) and administrative support as it relates to business activities and objectives of the department and corporation.

Qualifications:

- Ten years of progressively senior-level experience related to the full range of HR services, including five years of progressively responsible employee and labour relations experience.
- A minimum of five years’ experience in a management position.
- University degree in a related field, such as business administration or human resources.
- Completion of the Certified Professional in Human Resources Professional (CPHR) designation, or a related designation in labour relations management or compensation/benefits is required.
- In-depth knowledge of relevant Human Resource legislation, regulations, policies, procedures, and practices.
- Experience working in a unionized environment with a thorough knowledge and understanding of the collective bargaining and labour relations process and its impact on company operations.
- Excellent interpersonal skills, with the ability to interact effectively and demonstrate diplomacy in all internal and external communications.
- Excellent written, negotiation, and oral communication skills including the ability to communicate effectively with a broad range of individuals, including the Executive Leadership Team.
- Demonstrated forward thinking, creativity, and a capacity for innovation.
- A strong business orientation and a commitment to superior customer service.
