The Department of Public Service Delivery is seeking qualified individuals to fill the Category Analyst positions within the Procurement and Supply Chain Division (PSCD) Division. Qualifications:
**Essential**:

- Post-secondary education in Business, Supply Chain or a related field, or completion of a professional procurement designation. An equivalent combination of education and experience may also be considered.
- Experience within public procurement cycles, tendering, evaluation strategy, supplier selection, contract award, and contract management.
- Experience with basic project management tools and techniques to plan and project manage implementation of strategic source plans.
- Strong research and analysis skills including the ability to gather and synthesize market, supplier, category, and internal data.
- Understanding of different methods of supplier relationship management and the ability to identify and implement the most appropriate approach.
- Excellent verbal communication skills to present and explain complex information
- Excellent written communication skills including experience writing a variety of documents and reports for various audiences.
- Effective time management and demonstrated ability to prioritize and meet deadlines.
- Effective interpersonal skills with the ability to build and maintain productive working relationships with a variety of stakeholders.
- Excellent attention to detail and consistency, with ability to maintain a high level of accuracy.

**Desired**:

- Understanding of trade agreements and provincial legislation as it relates to public procurement.

**Duties**:
Reporting to the Manager the Category Analyst conducts analytical activities which support the development and implementation of category management strategies and procurement plans. The analyst is responsible for implementation of the strategies and plans, research and analyze category management strategies, providing results and execute category management strategies within cross-functional teams. As well as develop, maintain, and enhance Manitoba’s approach to the supply market, contribute to category strategies and forecasting activities, research and assess new market entrants and non-traditional suppliers, perform detailed analysis on categories to understand the market trends, cost drivers, suppliers and best practices. Lead tendering process including development of RFx, evaluation, negotiation and award and provide technical procurement expertise to stakeholders, based on internal and external research.
