**Range of Pay**: Group 11* - $3,104.50 to $3,654.70 bi-weekly
**The start date will follow the selection process.**
This position is eligible to work remotely on a part-time basis.
**Main Function**: The position is responsible to the Manager of Libraries and Heritage Resources for the complete management of the Main Library including all public services functions as well as overseeing the development and delivery of system wide staff training in reference and reader’s advisory services, circulation services and customer service methods in support of quality service outcome and the business plan for the Section.
**Characteristic Duties**:Under the general direction of the Manager of Libraries and Heritage Resources.
1. Ensure the efficient operation and promotion of the MacKenzie Street Research and Reference Library through the provision of quality customer service. Develop and maintain a strong public service team.
2. Oversee the development and delivery of excellent customer service methods for the library system to ensure high quality customer service standards.
3. Develop and implement system wide training programs for reference and reader’s advisory services, circulation services and all related functions
4. Develop performance measurements to assess the effectiveness and efficiency of reference, circulation, interlibrary loan and homebound services.
5. Supervise Section personnel and provide leadership and direction.
6. Ensure operational flexibility through effective staff scheduling to ensure quality customer service.
7. Conduct job performance appraisals, salary reviews and discipline in accordance with the respective Collective Bargaining Agreement.
8. Act as Management’s Representative in the Grievance Procedure in accordance with the respective Collective Bargaining Agreement.
9. Investigate, develop and recommend alternative work methods and changes in job function.
10. Perform collection development, provide guidance, make recommendations and participate in collection evaluation and maintenance.
11. Assist in the preparation of the current budget estimates and monitor expenditures to ensure they are within the budget allocations.
12. Authorize overtime and the purchase of approved budget items as required.
13. Ensure the effective operation of the telephone system.
14. Ensure all equipment, building, mechanical and electrical systems are functioning properly and work with appropriate staff and contractors for repairs.
15. Approve vacation requests, maintain records and prepare vacation relief schedules.
16. Prepare and input payroll and exception reports as required.
17. Supervise the job functions related to the collection agency.
18. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
19. Perform other related duties as required.
**Qualifications**:
**Education and Training**:
- Masters Degree in Library and Information Science from a recognized University with Canadian accreditation.
- Additional education initiatives to update and expand competencies.
**Experience**:
- Minimum of four (4) years of experience in the management of a unionized public library, including: two (2) years managing financial and human resources functions.
- Experience in the development and delivery of effective customer service methods and staff training programs.
- Experience in automated library system management and administration.
**Knowledge Of**:
- Applicable legislation and related regulations.
- Best practices within areas of responsibility.
**Abilities To**:
- Communicate effectively both in writing and verbally.
- Demonstrate supervisory and administrative abilities and human relations skills.
- Understand and meet the needs of customers.
- Create and respond appropriately to a continuous learning environment.
- Manage the financial, human and physical resources of the Section in a co-operative manner.
**Personal Suitability**:
- Mental and physical fitness to perform essential job functions.
**Language**:
- Excellent use of English; verbally and in writing.
- French verbal skills desirable; written skills an asset.
**Other Requirements**:
- May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
- Provide, at own cost, a Criminal Record Check.
