Project Manager

**Job Title**: Project Manager - Level 3

**Project**: Modernization and Automation of End-to-End Project Management and System Development Lifecycle and Processes

**Contract Duration**: 2 years

**Security Requirement**: Must have valid Secret level security clearance.

**Location Requirement**: The consultant needs to be available to work occasionally from offices located in the National Capital Region.

**Role Summary**: The Project Manager (PM) will work closely with senior management and the Project Management Office (PMO) to lead this IT transformation initiative using Agile methodology. This role will oversee project components that support up to 200 geographically distributed users, including international missions. As a key contributor, the Project Manager will manage budgets, resources, schedules, and deliver progress updates to stakeholders.

**Requirements**:

- **Experience**: Minimum of **10 years** as a Project Manager in an IM/IT environment within the last 15 years.
- **Public Sector Project Management**: Experience managing at least one public sector project within the last five years, including:

- Engagement with multiple stakeholders.
- Project oversight within a Project Management Office (PMO).
- Familiarity with Treasury Board Secretariat (TBS) policy and project gating guidelines.
- **Certification**: Valid Project Management Professional (PMP), ITIL, or PRINCE2 certification (a copy of the certification must be submitted).
- **Technical Skills**: Ability to work with project management tools and methodologies, including the development of project management artifacts (e.g., project charters, risk logs, and progress tracking).

**Responsibilities**:

- Manage project development, implementation, and operations startup using an Agile approach, ensuring alignment with time, cost, and performance goals.
- Define project objectives, budget, team composition, roles, and responsibilities and establish procedures for effective project delivery.
- Develop and document project plans, schedules, budgets, and objectives in collaboration with stakeholders.
- Facilitate daily scrums, development sprints, and weekly meetings to address project challenges and support project goals.
- Prepare and present project deliverables, including project charters, timelines, presentations, and procurement documents.
- Track project progress and governance milestones, using project management tools like Clarity, and prepare reports for senior stakeholders.

**Deliverables**:

- Project Management Plan, timelines, project charters, and options analyses.
- Presentations for departmental review bodies, procurement documents, records of decision, and progress tracking.
- Weekly Status Reports detailing project status and milestones.

**Job Type**: Fixed term contract
Contract length: 24 months

- Monday to Friday
