**JOB DESCRIPTION**
**Duties**:

- To provide independent Quality Assurance services to the Electric Meter Shop, by developing new
- policies and procedures, revising existing policies and procedures and negotiating their
- acceptance for an evolving quality assurance program (Accreditation Program - Metering).
- Major Responsibilities and Duties:
- Oversees the Metering Accreditation Program. Researches, develops, prepares new and revises

existing metering quality assurance policies, standards and procedures for approval by
- Measurement Canada; negotiates acceptance of meter testing accreditation with Measurement
- Canada on final draft of policies, standards and procedures.- Applies quality assurance policies and procedures on a wide variety of electric metering

equipment by monitoring the calibrating and testing equipment, determining and applying
- statistical sampling techniques, overseeing and analyzing results to determine acceptance or
- rejection of meters and performs monthly audit on all quality assurance measuring apparatus.- Provide work leadership to Quality Assurance Representative 1 and Quality Assurance

Representative 2 jobs.procedures; prepares and presents training seminars on quality assurance policies and
- procedures; performs field audits to ensure compliance with documented standards.- Issues certificate of final acceptance or rejection of meters and administers the security and- Identifies meter and system non-conformances controls disposition of non-conformances,

prepares non-conformance reports, may suspend processing, delivery or installation until
- condition has been resolved.- Prepares draft specifications for BC Hydro metering standards.
- Evaluates the feasibility of refurbishing metering devices and evaluates new technology related

to metering and testing for acceptance or rejection by BC Hydro; certifies test boards and test
- equipment for use in the quality assurance program.- Performs quarterly audits on all metering handling/sorting and shipping/receiving procedures.
- Controls all documentation associated with the quality assurance program and prepares audit

reports on all above procedures.
- Performs duties of a minor nature related to the above duties including driving a vehicle which do

not affect the rating of the job.

**Qualifications**:

- Electrical engineering discipline, quality assurance methods and procedures, task management,

meter testing and trouble shooting methods, technical report writing, situation and statistical
- analysis, personal computers knowledge is typically acquired through graduation with a Diploma
- of Technology from a nationally recognized technological institute.programs.- Five to six years progressive experience in the metering field with respect to quality assurance

principles, statistical analysis and Measurement Canada standards.- Knowledge of electrical engineering principles.
- Knowledge of Measurement Canada standards with respect to metering procedures.
- Knowledge of Quality Assurance policies and procedures as it relates to metering.
- Knowledge of meter testing, metering standards and procedures.
- Knowledge of statistical analysis and technical writing.
- Ability to calibrate and test a variety of electric metering equipment.
- Ability to negotiate acceptance of metering accreditation program with an external regulatory

body.- Ability to identify non-conformances and prepare detailed reports and specifications.
- Ability to conduct feasibility studies and evaluate new technology.
- Analytical and cost estimating skills.
- Interpersonal and written communication skills.
- Leadership skills.

- Majority of work is performed in an office environment. Occasional exposure to all weather

conditions while overseeing or performing meter testing.
