The Program Manager, Health, Safety & Environment (HSE) will lead the development and implementation of the health, safety, and environmental (HSE) processes across multiple projects and worksites.

**Responsibilities**:
- Develops tools, resources, systems and operating procedures
- Leads the operation and ongoing development of CORTM health and safety program
- Delivers expert advice and strategic guidance on health, safety, and environmental matters to ensure compliance and drive best practices
- Act as the primary point of contact for all HSE related matters within the organization and liaise with regulatory bodies as necessary
- Conducts comprehensive site audits and inspections to verify full compliance with internal protocols and regulatory requirements
- Collaborates effectively with employees, managers, union representatives, WSIB, and healthcare professionals to support health and safety initiatives
- Maintains strong field presence and approachability to foster employee engagement and promote a positive safety culture
- Delivers thorough and impactful safety orientations to all employees, ensuring clear understanding of policies and expectations
- Monitor, track, and proactively update health, safety, and environmental (HSE) action plans to ensure timely resolution of issues
- Ensure accurate, timely, and thorough reporting of HSE incidents and leading indicators to support data-driven decision-making
- Champion initiatives that drive continuous improvement in HSE processes, culture, and overall performance
- Implement industry best practices and innovative solutions to strengthen and optimize HSE management systems
- Coordinate regular reviews and revisions of HSE policies, procedures, and systems to maintain compliance and operational excellence
- Lead and facilitate safety meetings to support the Joint Health and Safety Committee, as well as departmental and company-wide safety initiatives
- Oversee the administration of employee health and safety training programs and promote wellness initiatives, including the Stayin’ Alive health and wellness campaigns
- Ensure adherence to all applicable health, safety, and environmental legislation, including the Occupational Health and Safety Act and related regulations
**Required Qualifications**:
- Education in Occupational Health and Safety, Engineering, Construction Management, or a related field
- CRSP/CRST/CHSC Designation (or working towards)
- Minimum 7 years of experience in construction safety management, ideally with a focus on Utility, Industrial, Commercial, and Institutional construction
**Success Factors**:
- Proven track record of successful HSE strategy development, cultural change initiatives and implementation, including solid presentation, meeting and training facilitation skills
- Excellent knowledge of Ontario occupational safety and environmental legislation / regulations
- Strong knowledge of and WSIB policies and return to work principles
- Knowledge of Electrical Safety principles and related industry rules and guidelines
- Good communication skills and ability to work well with all levels from entry level employee to senior management
- Ability to adhere to deadlines and manage multiple projects at once
- Ability to maintain a high level of visibility and an approachable image to ensure positive employee relations
- Ability to build trust at all levels of the organization
- Display balanced judgment when advising management and employees on safety and environmental issues
