**DESCRIPTION**:
The Catholic Children’s Aid Society of Toronto (CCAS) is looking to hire a **Manager, Property & Administration** to help plan and deliver CCAS accommodation planning and management services for Foundation (CCAF) owned and CCAS leased real estate assets to support the service branches/departments of the CCAS. As well this role oversees and manages the delivery of property procurement, renovation and sales projects, and ongoing property management and maintenance, security, organizational contracts, lease oversight and applicable Broader public sector (BPS) procurement compliance.
**Duties Include**:
- Under the overall direction of the Director of IT, Admin and CFO, manages the Property Services Unit responsible for the planning and delivery of accommodation, multi year capital repair and major maintenance plan and services to support CCAS operations. Make recommendations to Director, Senior Leadership and CCAF relating to the development, implementation, reporting and review of the annual and long-term accommodation work plan for CCAS office facilities and CCAF owned foster homes. Determines unit business service objectives and priorities, develops service plans and annual program work plans to meet business objectives. Manages the implementation of the annual program work plan, and monitors, assesses and reports on program results.
- Manages the development, implementation and review of operational policies, procedures, and quality assurance processes related to CCAS accommodation planning, facilities procurement, facilities management, accommodation health & safety, office security and emergency management. Leads the review and analysis of accommodation/emergency management issues/opportunities and ensures the residential real estate resources meet the needs of CCAS programs/services as well as providing for the maximum benefit to the Society through proper allocation of resources. Provides information and advice to the Director and Senior Leadership Team and CCAF Board related to the development and implementation of the Society Property Strategy for present and future use, location, and management of owned and leased office space. Provide support to the Director in presentation to the CCAF and CCAS Boards of Directors for property decisions.
- Plans and manages all phases of property space searches for CCAS leased and owned office and residential buildings; conducts feasibility studies and advises on the comparative advantages and disadvantages of leasing versus owning property; prepares plans, costing, and schedules; executes tender calls for all projects and ensures adherence to tender legal requirements; and manages and oversees all major building construction and renovation projects for the Society. Supports the Director in negotiations for lease/purchase, renovation and sale of CCAS real estate with real estate agents and developers. Represents CCAS in consultations with developers for potential property joint ventures to determine viability and financial/property benefits for the Society. Prepares proposal recommendations for review and decision by the Director and/or, Executive Team and /or CCAF.
- In consultation with the Director, hires, coordinates and evaluates the performance of all external property and real estate consultants (e.g., architects, engineers, lawyers, real estate agents, and other technical consultants). Manages external service contracts, including determining project consulting requirements, issuing RFP’s, reviewing consultant submissions, selecting consultant contractors, negotiating agreements, and managing contractor services to ensure quality and timeliness of services. Resolves contractor service issues, as required and authorizes the payment of invoices. Responsible for BPS Compliance processes. Manages CCAS oversight of procurement activity, and applicable policy and procedures and staff training.
- Manages and oversees the day-to-day operation, maintenance and property issues management services for all CCAS office/residential properties delivered by CCAS staff Building Superintendents. Ensures that the seventeen (17) homes and over 90,000 square feet of office space located in multiple owned and leased facilities are maintained in proper repair and meet local and provincial government standards and regulations, and that Society owned furniture and equipment are accounted for and well maintained. Negotiates property maintenance contracts on behalf of the Society.
