The Human Resources division is seeking a permanent full time Manager, People Planning & Acquisition, to join our dynamic team. This position is responsible to build and execute effective acquisition and workforce planning strategies including marketing and branding of Kawartha Lakes as a desired employer. Duties include continuous evolution of recruitment and development practices, marketing and branding, and workforce planning.

**Essential Duties**
- Direct and manage staff and financial assets to ensure accurate provision of the administration of the Provincial Offences operations
- Ensure the payment centre, administration and collection offices are efficiently and effectively run to meet the requirements of the Provincial legislation and the needs of the City of Kawartha Lakes
- Responsible to assist with the development and monitoring of the budgets and financial matters for Court Services, the Payment Centre, Prosecution Services and Collection Services
- Establish objectives, priorities and standards of performance and controls for operations
- Ensure the timely and efficient provision of administrative services to the Judiciary, Enforcement Agencies, Public and other Court stakeholders
- Perform legislative responsibilities designated to the Court Manager
- Comply with the mandated responsibilities of the Clerk of the Court, Administrative Office and Collections for the Provincial Offences Court
- Prepare reports for Council for the City of Kawartha Lakes and Haliburton
- Ensure compliance with the Memorandum of Understanding with the Province and prepares financial, statistical and operational reports as mandated under the agreement
- Monitor receivables and payables for other municipalities where fines are collected
- Responsible for the hiring, discipline, dismissal, performance management and training of staff, in consultation with the Director and Human Resources
- Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
- Perform other related duties as assigned

**Qualifications**
- Post-secondary degree in Business or Management or a related field
- Minimum 5 years of related progressive experience, preferably in a municipal environment
- Court Administration in a supervisory position is preferred
- Municipal Law Enforcement Certification or equivalent
- Experience working in an environment governed by legislation and legislative rules and regulations
- Thorough knowledge of the structure, functions and responsibilities of the Ontario Court of Justice and the Rules of Practice, procedures, legal concepts and terminology
- Intricate knowledge of the Integrated Court Offences Network (ICON)
- Knowledge of Provincial Offences Administration as it relates to the processing of documents, fine payments and general inquiries
- Comprehensive knowledge of bookkeeping/cash management procedures, human resource management, and budget management including budget preparation, budget forecasting and expenditure control
- Supervisory experience in a unionized environment
- Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
- Effective oral communication and strong interpersonal skills to deal with members of the public, staff, council and senior government
- Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization
- Demonstrated ability to contribute to and build upon a positive and healthy work environment
- Excellent written communication skills; attention to detail and accuracy
- Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with no supervision
