Utility Capital Projects Officer

This position is responsible for the planning, execution, and coordination of water and wastewater utility capital projects (45%); Review and approve plans for utility servicing for multi-lot and industrial developments. (35%); Lead and coordinate long range utilities servicing studies for growth areas (20%).
**Job Duties**:
Plan and deliver major Capital Utility projects ensuring approved standards, budgets and timelines are met.
In consultation with other departments, review construction design drawings for multi-lot and industrial developments, ensuring conformance to the General Municipal Servicing Standards (GMSS) prior to County acceptance, and provide written recommendation prior to final approval for construction.
Lead and coordinate long range engineering studies required to support future utility projects.
Prepare, monitor and report on Capital construction progress, budgets, schedules and identification of any variances during all phases of work. Evaluate, recommend, and resolve Capital project changes and deviations.
Prepare and update project schedules and plans including project charters, scope statement, work breakdown structure, schedules, status logs and estimates.
Consult with the Utility & Waste Management Services Department to ensure that operational requirements and inputs are included in all plans and designs.
Responsible for working with Consultants to ensure approval of work with respect to Federal and Provincial Legislative Regulation Compliance and internal policies.
Coordinate and chair required Capital Project pre-construction, progress and post construction site meetings.
Review and recommend Capital project construction / consultant progress payments and contract final payments.
Perform Construction Completion Certificate (CCC) and Final Acceptance Certificate (FAC), and perform regular site visit inspections of projects.
Review data and provide feedback to Capital Project contractors and Manager, Utility & Waste Management Services on quality, compliance, schedule, costs and overall performance for utility projects.
Prepare tender documents and Request For Proposals (RFP) to support the required utility projects.
Provide information to managers in the preparation of the Engineering and Utility Capital Budgets on an annual basis.
Prepare and review Engineering reports to support utility projects.
Coordinate the delivery of notifications and liaison with the land owners where the construction projects may cause inconvenience or inhibit access.
Provide feedback and report back in determining appropriate standard for proposed construction projects and the review of utility projects for compliance.
Provide technical support and determination of environmental requirements.
Present reports, recommendations and tender awards to County Council.
Complete other related special projects/ duties as assigned by supervisor or the Manager of Utility & Waste Management Services.
Adhere to the applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
**Job Skills**:
**The successful proponent must possess the following skills**:
Familiarity with all aspects of municipal underground infrastructure and utility designs, which include pump houses and lift station design and operation.
Excellent public relations, written and verbal communication skills; ability to make recommendations and decisions; negotiation skills.
Ability to plan and organize work in a timely and efficient manner without supervision. Ability to work effectively independently and as part of a team; proficient computer skills in Microsoft Office.
Ability to understand and design projects, explain and put in writing the specified requirements and standards to be put in place by the tender documents and contract.
Job is performed both in a normal quiet office environment and at field locations with sometimes long hours during the construction season. Some travel throughout the County under various weather and road conditions is required.
**Job Qualifications**:
This position requires a university degree or college diploma in Civil Engineering or related discipline from a recognized post-secondary institution, certificate in Project Management, with three to five years of experience in related fields and should be a member of APEGA or ASET. Membership/involvement with Alberta Public Works Association (APWA) and Alberta Water and Wastewater Operators Association (AWWOA) is an asset. Alberta Environment Level I/II in water distribution and wastewater collection are beneficial. A valid class 5 driver’s license is required.
