**Job Posting**
The Halifax Regional Municipality’s Geographic Information Systems (GIS) support core business processes across all business units. The value of GIS solutions extends beyond their initial implementation and therefore it is important to create an environment of continuous improvement and innovation. This supports standardized processes, improved communication, planning and continued collaboration which in turn helps ensure alignment among stakeholders, operational needs, and technical capabilities.
Reporting to the Manager, GIS, the GIS Business Lead is accountable to provide leadership and support for the day-to-day maintenance and enhancements of HRM’s GIS systems that support HRM business functions and are designed to achieve improvements to operational efficiency and effectiveness.
**DUTIES AND RESPONSIBILITIES**:
- Provides leadership in GIS support, maintenance, and development.
- Coordinates enhancement requests and manages operational projects, providing project management practices on the design, implementation, testing and deployment of GIS Business solutions.
- Provides consulting expertise and mentors team in providing expert advice on business process and solutions in support of the strategic directions and business requirements of Business Units and Corporate Initiatives.
- Participates in the definition of business requirements.
- Works with external project teams to ensure Service Support Models are thoroughly documented, reviewed, approved, and transitioned.
- Recommends and implements service and process improvements.
- Achieves strategic Business Unit and Corporate objectives by working collaboratively with other areas of Information Technology to provide advice and recommendations on IT solutions.
- Works with ITSM Process Coordinators to integrate ITIL best practices throughout the GIS system lifecycle; maintains, documents and audits related deliverables in support of GIS management.
- Works with key stakeholders in the development of new processes and policies relative to benefits realization, customer service, information management and ensures that the highest possible level of integration with other corporate tools and systems is achieved.
- Ensures adherence to quality standards and appropriate technical documentation.
**QUALIFICATIONS**
**Education and Experience**:
- Undergraduate degree in commerce or computer science (preferred), post-secondary degree in Business, Computer Science or GIS or diploma in information technology from a multi-year program at a recognized institution.
- At least eight (8) years of experience in information technology with a career path that demonstrates acquired expertise in IT operations leadership and management.
- At least three (3) years’ experience leading IT projects with preference towards GIS related projects.
- Experience in working with software vendors and private industry consultants in the delivery of operational improvements covering both process changes and software implementation.
- Combinations of equivalent education and experience may be considered.
**Technical / Job Specific Knowledge and Abilities**:
- Knowledge in GIS technologies and best practices.
- Vendor management.
- Ability to manage IT projects.
- Demonstrated knowledge of business change management approaches and practices.
- Ability to coordinate multiple initiatives and activities in a rapidly changing environment.
- Skilled in continuous quality improvement.
- Understanding of system security and data privacy best practices.
- Experience with Quality Assurance software testing processes.
- Knowledgeable in new technology concepts to assess and promote the use of innovative technology to support business solutions for HRM.
- Demonstrated written and oral communication skills. Proficiency with Microsoft PowerPoint and Excel.
- Ability to produce complex plans and systematically break multi-dimensional problems into component parts using several analytical techniques to identify solutions.
- Naturally seeks more effective ways to communicate, advocate and negotiate to meet the complex business requirements of HRM.

**SALARY**: NU08 on the non-union salary scale; $88,690-$104,338
