**Did you know?**

The Financial Market Department (FMD) provides fiscal-agent services to the Government of Canada in close collaboration with the Department of Finance and various teams in the Financial and Enterprise Risk Department. Reporting to the Director, the Principal Analyst will join our Debt Management team within the department.

**What you will do**

The Debt Management team conducts analysis to provide policy advice on the management of the domestic debt program. This involves both work on the design of optimal financing strategies aimed at minimizing borrowing costs, as well as analysis aimed at better understanding longer-term trends and developments in the domestic fixed-income market that have implications for the well-functioning of the market for Government of Canada securities.

In addition, you will:

- Conduct and guide policy analysis related to the Government of Canada’s annual domestic borrowing plan, and provide advice on debt-management policy issues
- Take a leading role to develop the team’s strategic direction, workplan and priorities.
- Proactively collaborate with the many partners involved in the management of the debt and clearly convey information and share ideas with tact and diplomacy.
- Provide guidance and coaching to more junior colleagues and play a key role in ensuring that the work of the team is of the highest quality.
- Develop financial models or other quantitative tools to support policy recommendations.
- Collaborate with your colleagues across the Bank and the Department of Finance to ensure that business issues are resolved effectively in a timely manner.

**What you need to succeed**

To succeed in this role, you will be required to deepen your understanding of financial markets and develop a strong understanding of the Bank’s role as fiscal agent to the Government of Canada. You also have the ability to communicate clearly, accurately, and concisely with internal and external contacts while working towards the team objectives by sharing ideas, knowledge, and feedback.

You also have:

- Experience with financial modelling
- Experience performing statistical analysis using computational programs (e.g. R, Matlab) and financial data
- An understanding of portfolio management theory and fixed income investment strategies along with understanding of central banking, debt management, and foreign reserves management
- Strong analytical skills, bringing a wide range of considerations and perspectives to issues and identifying ways to improve on previous efforts
- A commitment to learning and self-development, as well as the capacity to continuously seek to build on knowledge of portfolio-management practices and financial markets

**Nice-to-have**
- Ability to be innovative with data and analytic solutions and capable of working jointly across a range of partners including analytics experts, solution developers, and end users
- Completion of, or enrolment in, the Chartered Financial Analyst (CFA) Program or similar programs

**Your education and experience**
- We may also consider an equivalent combination of education and experience.

**What you need to know**
- Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
- Priority will be given to Canadian citizens and permanent residents
- Security level required: Be eligible to obtain Secret
