**Position Summary**:
This is a Senior Management position which requires administrative, operational, supervisory responsibility and repair of band assets with the inclusion of emergency services. The position is expected to adhere and comply to all policies, procedures and standard documented This position requires a person who has worked with First Nations and is aware of First Nations issues. Capital Projects & Public Works Manager holds complex and diversified responsibilities to carry out initiatives, develop, organize, plan, and direct operations and activities of the M’Chigeeng First Nation Community, demonstrating positive and proactive system leadership.

**Reporting Relationship**:
Maintains cooperative communication with Band Council via the Enaagdenjged. Internal working relationships are maintained with all other departments through attendance and participation in bi-weekly meetings and other meetings as required for keeping abreast of evolving issues.

The Capital Works and Capital Projects Manager will be responsible for the total organization, management, and administration of the M’Chigeeng CPPW. The Director of Education reports to the Enaagdenjged.

**Essential Functions**:
**Department Management & Administration**
- Development and improve of all departmental services and exercise a high degree of independent action, judgement and initiative on administrative, operational and technical matters, problems and decisions.
- Have working knowledge and understanding of applicable legislation, codes and regulations.
- Well versed in management principles, costing, controlling, financial reporting and strategic planning
- Meet objectives set by Band Council.
- Establish administrative procedures.
- Establish and maintain accurate filing system and practices.
- Must seek and secure to implement other relevant programs in the community.
- Ensure that policies and procedures developed by the M’Chigeeng First Nation are adhered.
- Develop, analyse and monitor protocols, policies and procedures that are specific to the Department.
- Coordinate the human resources planning through MFN Human Resources

**Supervision**
- Immediate supervisor of Public Works Manager, Fire Chief, Housing, Water & Wastewater, Arena/Complex employees.
- Ensures effective processes are in place of the supervision, and performance reviews of all staff
- Build and lead an effective team which is composed of a diversity of skills, talents, working knowledge and perspectives; and empower them in a way that encourages cooperation and rewards initiative.
- Conduct regular performance appraisals of team members
- Enable team members to work towards the realization of the vision by ensuring they have a sound understanding of both the vision of the First Nation and the strategic plans for bringing it into alignment.
- Prepare work schedules, both daily and long term as required
- Coordinate, supervise, monitor, and evaluate the activities for all programs under CPPW.
- Participate in the recruitment and selection, orientation and professional development of department staff.
- Review annually all job descriptions within the department ensuring all are current and up to date.
- Develop document and maintain an office procedure manual specific to area of responsibility
- Prepare a list identifying employee training and development needs.
- Ensure internal procedures for attendance records, all leaves, and personal files for all employees
- Ensures effective processes are in place for ongoing capacity building and succession planning throughout the system
- Ensures compliance with Human Rights and labour relations legislation in collaboration with Human Resources

**Planning and Development**
- Conduct an inventory of community assets, develop Asset Management Plan
- In collaboration with Management Team, work with community resources and partners to set up a coordinated and comprehensive community
- Coordinate the development and implementation of the annual work plan based on the priorities set by Band Council
- Acts as a lead technician and support collaboratively with the Enaagdenjged in relation to the Chief and Council negotiations between parties.
- Research opportunities for grants and other funding sources, develops and submit proposals

**Reports and Budgets**
- Provides advice, leadership and recommendations to the Enaagdenjged, Committees and Chief and Council.
- Maintain levels of funding for department sustainability, including but not limited to programs, equipment and support services.
