Homeward Trust embraces the Housing First philosophy. This philosophy follows the principles of finding housing accommodations first and then establishing the supports required by the client to remain in a home. Homeward Trust Edmonton’s programs involve both housing (capital project funding, property management, and sourcing access to new or existing units for client use) and supportive services to individuals in or seeking access to housing programs.

**Position Summary**

Reporting to the Senior Director, Programs, the Manager, Housing First and Supports is responsible for coordinating and supporting the implementation and further development of established programs and strategies working to end homelessness in Edmonton. They will foster collaborative relationships with community stakeholders, government, and system partners in identifying gaps and opportunities in a collective effort to achieve the objectives of Edmonton’s Plan to Prevent and End Homelessness. The Manager will provide program oversight -leading implementation, monitoring and effective coordination of activities for housing strategies and programs.

**Key Responsibilities**

**Strategy & Planning**
- In collaboration with the CEO and Senior Management Team, and in support of HTE’s role as a system planner, participate in the annual Strategic Planning process and the development of community-based plans and related budgets;
- Work closely and collaboratively with other Homeward Trust departments, stakeholders, and contracted agencies using a project management approach in implementation, delivery, monitoring, and refinement of all aspects of Edmonton’s Plan to Prevent and End Homelessness and embrace the Housing First philosophy.
- Engage relevant government, institutional, and community service providers to facilitate opportunities to enhance coordination, address service gaps, and resolve barriers for homeless in Edmonton.
- Work in an integrated and supportive manner with all other areas within Homeward Trust to facilitate access to relevant programs, financial resources, and operational support for contracted agencies, clients, and relevant stakeholders or partners.

**Stakeholder Relationship & People Leadership**
- Provide access to information, practices and other resources for contracted agencies and the housing sector, including (but not limited to):

- Adoption of common triage, assessment, diversion, case planning, and referral protocols and tools;
- Delivery of best or promising practices, including Housing First, harm reduction, trauma-informed care, and delivery of services;
- Confer with internal and external partners and set expectations and outcomes for programs funded to meet the objectives of the initiative;
- Provide informative advice in resolving issues and address complaints related to funded programs; and
- Ensuring resources are available as required to implement programs, such as training, learning, and professional development opportunities through Homeward Trust or partners.
- Provide leadership and guidance to the Housing First Program Coordination staff, ensuring optimal performance of duties and teamwork with departments and stakeholders.

**Reporting & Policies**
- Liaise with relevant Homeward Trust staff to ensure data collection, analysis, and reporting on program delivery.
- Monitor performance of assigned programs using data recorded by staff and funded agencies in Efforts to Outcomes system.
- Prepare regular reports on program outputs and performance, as well as briefings for the CEO, CIO, Senior Leadership Team and community or government stakeholders on emerging issues, successes, weaknesses, and areas of opportunity.
- Monitor financial performance of assigned programs.
- Manage and maintain Housing First Service Manual.
