**Salary: $52.30 - $59.77 per hour**:
**Position summary**:
Reporting to the Program Manager, the Program Specialist provides leadership and contributes to the organizational mission of working with local communities to promote and protect health and to prevent disease for everyone.
**Responsibilities**:
- Manages and audits assigned projects related to the Ontario Public Health Standards (OPHS).
- Provides support and expertise to the program area on local, provincial, and federal issues of relevance to public health.
- Provides leadership for the team by providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and assisting with the program delivery and skill development activities within the team/division.
- Program Planning, Evaluation, and Evidence-Informed Decision-Making:
- Promotes a culture of evidence-informed decision making across the organization.
- Leads the review and development of nursing-related immunization policies, procedures, and medical directives as needed to ensure alignment with current evidence-based practice, CNO standards, and ministry guidelines.
- Supports emergency preparedness and response to outbreaks and new and emerging infectious diseases of public health importance, including pandemic planning.
- Research, Knowledge Exchange, and Communication:
- Provides information to the public related to the work of the program area, assists in responding to public concerns and to media requests.
- Writes content for internal and external audiences (e.g., reports, briefing notes, media, web content, presentations, etc.).
- Participates in all relevant internal committees to assist with program planning and evaluation.
- Quality Assurance and Continuing Education:
- Audits nursing documentation and practice during vaccine clinics for compliance and quality.
- Designs and delivers continuing education sessions, including refresher courses and new guidance updates.
- Identifies trends in nursing practice issues and creates action plans for improvement.
- Develops and maintains core competencies for public health nurses involved in immunization.
- Nursing Consultation & Clinical Practice Support Vaccine:
- Provides real-time clinical support for frontline immunization nurses during clinic operations.
- Serves as a resource for clinical judgment, complex cases, and emergency response (e.g., anaphylaxis, unexpected client reactions).
- Supports new nurse onboarding and acts as a preceptor or mentor as needed.
**Requirements**:
- Bachelor of Science in Nursing.
- Registered Nurse (RN) in good standing with the College of Nurses of Ontario.
- Masters’ level degree in Nursing, Health Promotion, Public Health or related health discipline as appropriate. An equivalent combination of education and experience will be considered.
- Minimum of five years’ experience in public health or relevant community health experience.
- Advanced understanding of the core principals of public health and relevant legislation.
- Advanced understanding of the Ontario Publicly Funded Immunization Schedule and relevant legislation pertaining to immunization.
- Demonstrated project/program management, interpersonal and administrative skills, including the ability to set priorities, establish timeframes, and organize resources.
- Demonstrated research and knowledge exchange, program evaluation, population health assessment, and surveillance skills.
- Demonstrated knowledge of profession-specific issues and guidelines, where appropriate.
- Demonstrated knowledge and understanding of the _Personal Health Information Protection Act_ (PHIPA) and _Municipal Freedom of Information and Protection of Privacy Act_ (MFIPPA) as it relates to the collection, storage, use and retention of Public Health data and information.
- Strong strategic, analytical, problem-solving facilitation, and negotiation skills.
- Experience in developing and supporting collaborative relationships with different groups or agencies.
- Excellent communication (verbal and written).
- Ability to handle sensitive issues diplomatically and confidentially.
- Ability to work independently and as an integral team member.
- Proficiency with Microsoft Office Suite and other databases and software such as SharePoint, Panorama, iPHIS etc.
- Advanced oral and written proficiency in English is required.
