Job Description:
Under the general direction of the Manager of Risk Management, the Contract Supervisor is responsible for the following:
- Reviewing contracts and making amendments to new and existing internal and external contracts to ensure that the parties’ rights and responsibilities are captured and consistent with the requirements of the engagement. In doing so, the Contract Supervisor takes a corporate risk perspective.- Maintain detailed knowledge of applicable legislative and regulatory requirements, College policies, and the College’s operational environment.- On an ongoing basis, the incumbent will engage with College Administrators to provide contract administration advise and legal triage.- On a long-term basis, the incumbent will work towards improving the effectiveness and efficiency of the College’s contracting framework by developing standard contract templates and contracting practices.
Duties and Responsibilities:
Development of New Contracts and Review of Existing Contracts- Drafting and reviewing contracts and amendments to existing internal and external contracts to ensure that the agreement is consistent with the requirements of the parties, legislative requirements, College policy, the College’s operational environment, the strategic plan and strategic mandate agreement, and provides appropriate provisions to protect the College over the life of the agreement.- Make necessary recommendations and assist Contract Approvers to ensure contract revisions are made as required.- Provide oversight for existing contracts through review to ensure contracts are being correctly interpreted and administered.- Assist to identify, develop, and amend standard agreements (templates).- Review agreements for appropriate composition, language and grammar.-
- Recommend and assist management to negotiate favourable contract terms for the College.
Contract Administration- Track the status of contracts through Algonquin College’s contract review and approval process(es) to ensure agreements are completed on a timely basis and without material errors and omissions.- Manage the contract routing process and provide the Manager of Risk Management with ongoing updates and timelines.- Work with various departments within Algonquin College to monitor the status of projects and third
- party relationships to determine the need for new agreements or amendments to existing agreements.- Conduct College-wide contract management audits and assessments and identify issues, requirements and potential solutions.- Assists in the development and preparation of presentations, training, reports, frameworks and communications.
Contract Review and Approval Process and College General Terms and Conditions- Day to day administration of contact management.- Responsible for review of document control and retention, ensuring accuracy of records.- Ensuring the integrity of contract version control and contract renewal cycles.- Provide contracting process insights, options, advice, and recommendations based on research and analysis to ensure effectiveness and integrity of contract management.- Facilitate the on-boarding of Administrative staff by leading the Contract Review and Approval training platform(s).- Monitor the implementation and use of the Contract Review and Approval training platform(s).- Track and report on contracts and agreements performance metrics on a quarterly basis.
Required Qualifications:
- Minimum of three (3) year diploma/degree;- Legal certifications that may be considered include Certified Paralegal, Certified Legal Administrative Specialist, Legal Studies Certification, Professional Legal Secretary Certification;- Detailed technical knowledge of contract law;- Strong working knowledge of contracting with government entities;- MS Office (Word, Excel, PowerPoint, Access) and WordPress;- Business acumen including the ability to perform financial analysis;- Conflict resolution skills;- Public speaking, ability to train personnel, and effective communication skills;- Ability to work against timelines on multiple projects without direct supervision.
Anticipated Weekly Schedule:
20 hours per week, within the timeframe of Monday to Friday, 8:30 AM to 4:30 PM. The specific schedule will be determined upon hiring.
