Manages day-to-day development review and approvals functions.
Duties/Responsibilities
- Ensures Regional interests are identified; internal conflicts, inconsistencies, and oversights are resolved.
- Reviews work of staff in detail and provides support as required for complex files to ensure conformity and policy alignment, and reduce risk of future litigation prior to recommending comments are sent externally or plans are signed by the Associate Director or Director
- Supports the identification of technical requirements in the process and sign off on satisfactory completion
- Conducts and manages negotiations with development proponents, consultants, lawyers, area municipal staff, Ministries, and agencies regarding legislative, policy, infrastructure, environmental, and financial issues related to development approvals.
- Manages planning studies and policy-related strategies.
- Manages the preparation and implementation of work plans for external committees. Secures funding; retains and oversees the work of consultants; develops activities to promote complete communities and re-urbanization in the Region; and organizes conferences/forums.
- Manages the preparation and implementation of committee work plans, and provides updates to the Planning & Works Committee and Council, as required.
- Manages working relationships with other departments and area municipalities, landowners, stakeholders, politicians and the public in development planning matters.
- Maintains and manages liaison with development industry representatives, Ministries, and external agencies to anticipate planning-related issues and promote solutions.
- Additional Duties/Responsibilities
- Conducts and manages negotiations with development proponents, consultants, lawyers, area municipal staff, Ministries, and agencies regarding legislative, policy, infrastructure, environmental, and financial issues related to development approvals.
- Manages planning studies and policy-related strategies, regional and area municipal policy development and review.
- Works closely with the Manager, Growth, Research and Analytics on the integration of service delivery for growth management in support of capital projects, master plans and other land use projects
- Exchanges information with Regional area and municipal politicians, the media, the public, lawyers, and consultants. Provides facilitation and mediation services.
- Performs related duties as required.
- Knowledge, Skills, and Abilities
- Knowledge and skills are normally acquired through a Bachelor’s degree in planning, plus progressively responsible experience as a professional planner.
- Must have membership or eligibility for membership in the Canadian Institute of Planners as a Registered Professional Planner (RPP).
- Knowledge of development planning practices and procedures, information systems, and analytical and research techniques, regulatory framework around brownfield sites, financial tools, and strategies to implement density and intensification targets, and methods.
- Knowledge of and ability to comply with policies, procedures, collective agreements, related legislation (e.g., planning, condominium, development charges, environmental assessment, aggregates, environmental protection, privacy, Ontario water resources protection, municipal, registry, land titles, Ontario municipal board), Provincial policy statements, Ministry agreements and memorandums of understanding, and conservation authority regulations.
