**Main Purpose and Function**
This is an advanced management, policy and administrative position in the Licensing & Community Standards group within the department of Development, Buildings and Licensing (DBL).
This position provides high-level leadership, strategy and coordination for the delivery of services impacting multiple stakeholders. This position works as part of a cohesive team of departmental professionals who are charged with the administration, education, compliance and enforcement of a wide range of city by-laws which are critical to the protection of public health and safety and to the maintenance of an acceptable quality of life for citizens who work, live and visit the City. It also includes leading the City’s proactive enforcement efforts, which will establish priorities and steer resources to the greatest needs in the city. In addition, this position holds statutory authority as a Deputy Chief Licence Inspector.
This leadership position within DBL and has been created based on the recognized need to strengthen city compliance and enforcement coordination, processes, and tools and with a mandate to transform how we - within the city government as well as within the city overall - think about the role of compliance in the broader context of livability, health, and community vitality. The Assistant Director will be charged with driving these broader changes in coordination with other departments, local organizations, and other cities across Canada. This position offers an opportunity to build new systems and service delivery models and to re-shape how the city operates, using data-driven decision-making and leveraging other municipal, Provincial, and partner tools.
The nature of this work managed by and decided upon by this position in consultation with senior leaders is often political and controversial as it is often leading edge having significant impacts on a wide range of stakeholders including the general public. The position demands broad latitude of independent action within the framework of established policy and practice.
**Specific Duties and Responsibilities**
Overall Scope
- Responsible for specific management and leadership on strategy, operations and projects which are designed to achieve excellence and innovation in regulatory approaches, operations, policy development, environmental sustainability, customer service, staff development, information technology, public education and information, communication, and compliance & enforcement, all of which require significant coordination with both internal and external bodies.
- Required to liaise with a number of internal and external professional associations and agencies to ensure that city interests, policies and procedures are consistent with industry as well as continually explore options for improved service delivery. This requires the position to lead multi-disciplinary type initiatives to further advance the city’s leadership in a number of key areas such as regulatory approaches, customer service, enforcement and sustainability.
- Responsible for managing and directing the programs and activities of a large and diverse multi-disciplinary team consisting of approximately 60 regular staff. The following form the key responsibilities of the Community Standards & Proactive Enforcement Teams:
- Proactive Enforcement, the scope of which includes:
- Working with the Director, General Manager, and other departments on strategic planning and transformation of enforcement - expanding traditional complaint-based inspections to incorporate data, risk, and broader outcomes-based thinking to processes, systems, and governance.
- Oversight of a Proactive Enforcement team, who will coordinate the work on complex by-law compliance issues related to the most at-risk properties, including private Single Resident Accommodations (SRA’s). This team will serve as the ‘brain’ or ‘conductor’ of maintaining standards across private property in the city, using data to evaluate risks and steer various resources to address risks or issues.
