**Scope of Position**:
The Manager, Crew Resource Planning is responsible for developing, implementing and managing approved Pilot plans and programs in line with Branch and Corporate objectives. The oversight includes crew position bid and awards, vacation bid and awards, personnel activity tracking and assignment and headcount adjustment for Pilots. All programs must be managed to meet contractual requirements, address safety, maximize productivity, and achieve sustainable cost reductions while fully supporting the operation of the Airline. This accountability is also extended to support crew blocking requirements for Air Canada rouge.
**Key Functions & Accountabilities**:
- Evaluate and recommend the hiring of new Pilots. Propose and implement their respective distribution to various positions based on crew coverage goals.
- Manage and administer all bid and award processes allowing Pilots to transition to new positions.
- Develop and manage Pilot training plans in line with department strategies optimizing the use of training department resources and minimizing costs related to out of base training and activation pay.
- Lead, execute and administer all Pilot headcount adjustment programs. Programs requiring oversight include new hires, leaves of absence, transfers, GDIP, WIP, return to work, retirements, furloughs and recalls.
- Ensure all work performed by Crew Roster Administration re: data for Pilot vacation, training and absences are up to date.
- Manage and administer both the annual vacation bid program and monthly vacation changes for Pilots and Flight Attendants including special assignments.
- Represent the Company and Chair the joint ACPA / Air Canada Crew Manning Steering Committee (CMSC) and Vacation Committee. Develop, implement and manage procedures and processes in conjunction with committee members to ensure compliance with the respective articles of the Collective Agreement.
- Responsible for the interpretation and implementation of the ACPA Collective Agreement in the areas of crew position assignments, vacation, and training scheduling.
- Manage crew roster software changes and enhancements when necessary with software vendors and Air Canada IT. Pursue and evaluate new methods (automation) of the crew planning cycle on a continual basis and make recommendations. Lead benchmark exercises where required.
- Conduct regular meetings with Flight Operations business unit to provide insight on crew staffing related trends, performance measures, opportunities and potential issues.
- Communicate effectively with departments that have a direct effect on, or are directly affected by crew roster administration including; Base Management, Flight Training, Crew Resources, Payrolls, Recruitment and Human Resources.
- Seek out opportunities for increased efficiencies and potential process improvements between crew roster administration, flight training, pairing development and preferential bidding.
- Provide for development, guidance and counseling of Crew Planning Management
- All functions are extended to support Air Canada rouge.
**Qualifications**
- University degree or college diploma preferred.
- Strong analytical and applied logic background.
- Creative problem solver who thinks strategically, is results oriented and attentive to details.
In-depth knowledge of the Air Canada/ACPA Collective Agreements as it relates to position assignments, vacation and training.
- Excellent communication and negotiation skills required for the interaction with the Pilot Association, flight crews and other branches (Finance, Training and Crew Scheduling)
- Proven ability to delegate workload and meet tight deadlines.
Experience with Netline, Forum, Microsoft Word, Microsoft Excel, and other software is an asset.
- Bilingualism in English and French, an asset.
- Flight Operations and/or In-Flight Service experience, a definite asset.
