The Contracts Specialist is responsible for managing contracting activities related to major goods and services. Key responsibilities include collaborating with stakeholders to understand requirements, conducting contractor pre-qualifications, preparing and issuing bid documents and addendums, clarifying proposals, completing commercial evaluations, negotiating terms, and writing contracts for execution. The role also involves post-award activities, such as executing amendments and supporting conflict resolutions.

The preferred work location is Saskatoon, but alternative arrangements may be considered. Periodic site travel is also required.

**Responsibilities**:

- Lead procurement processes for contracts in a cross-functional environment.
- Prioritize work based on criticality and timelines.
- Develop and implement contract strategies and negotiation plans.
- Serve as primary contact for contract compliance and risk mitigation.
- Advise stakeholders on Procurement Policies and Procedures.
- Align strategies with overall contract objectives and stakeholder needs.
- Administer RFPs/RFQs, ensuring compliance with bid laws through contract execution.
- Lead sourcing, evaluate proposals, negotiate terms, and issue contracts for diverse projects.
- Monitor procurement schedules and participate in progress meetings.
- Identify opportunities for process improvement.
- Pre-qualify suppliers/contractors to minimize risk and enhance ROI.
- Create and align RFP/RFQ documents and evaluation criteria with End Users.
- Conduct commercial reviews and lead bid negotiations.
- Prepare recommendation letters and finalize contract documents.
- Manage contract changes and mitigate financial implications.
- Act as primary contact for escalated contract disputes.
- Support General Counsel and contractor managers in dispute resolution.

**Requirements**:

- 5+ years relevant contracts experience with major industrial projects.
- College Diploma or University degree in Business, Accounting, Purchasing or related field.
- Certification preferred, including one of Supply Chain Certification, SCM Diploma, SCMP Designation, or equivalent.
- SAP MM and Ariba experience is a benefit.
- Demonstrated relationship building skills.
- High degree of knowledge of contracting principles including the ability to research, analyze, negotiate, and close various types of contract types within the guidelines of good business and ethical practices.
- Excellent computer skills, including ERPs, Microsoft Office and Outlook.
- Knowledge of legislation and regulatory environment as it relates to contracts and supply chain management.
