**Summary of Duties**:
Reporting to the Division Manager, Geomatics, the City Surveyor is responsible for managing surveying operations and ensuring accurate spatial data for infrastructure development, land use planning, and municipal projects for the Corporation. The City Surveyor oversees a team of surveyors and technicians, coordinates survey activities, manages data stewardship, provides mapping and drafting services, and ensures compliance with regulatory requirements. By overseeing land surveying operations as an Ontario Land Surveyor or managing the retention of external OLS services, this role ensures the accurate, efficient, and compliant execution of surveying projects and related legal services on behalf of the City of London.
**Work Performed**:
- Manage surveying activities conducted by the Geomatics team. Coordinate survey projects including but not limited to legal and topographic surveys supporting design and construction projects, construction staking, cemetery plot layouts in City-owned cemeteries, and general boundary surveys supporting City of London interests.
- Administer contract surveys carried out by Ontario Land Surveyors retained by the Corporation and certify payment in accordance with the Procurement of Goods and Services Policy.
- Advise Legal Services, Realty Services, Municipal Compliance, and the Clerk’s Office on matters relating to property boundaries and the legal descriptions of land for Land Registry purposes, including expropriations. Represent the City of London and Service Area in legal proceedings as required.
- Provide paralegal advice on real property matters including legal descriptions, boundaries, ownership, easements, and agreements etc.
- Manage legal aspects of public highways including streets, lanes and walkways including: public highway dedication and street closings; determining public authority jurisdiction; release one foot road reserves; and encroachment agreements on highways owned by the City of London.;
- Ensure compliance with relevant legislation, regulations, and standards governing surveying activities in Ontario. Stay updated on changes to regulations and implement necessary adjustments to surveying procedures.
- Establish and enforce standards and quality control measures to ensure the accuracy and reliability of survey plans and data. Review survey reports, plans, and field notes to verify adherence to standards and specifications.
- Maintain a system of horizontal and vertical control survey monuments used to geographically reference legal and engineering surveys and to support the building and maintenance of Corporate Geographic Information Systems.
- Responsible for the engineering drawing standards and the approval of Engineering Record (as-built) drawings
- Manage the Master Plans database including engineering records and the provision of municipal services information to City staff and the public.
- Support the development and maintenance of geospatial assets with a focus on municipal infrastructure and cadastral mapping. Ensure the integrity, accuracy, and accessibility of spatial information for internal divisions and external partners.
- Identify opportunities to leverage emerging surveying technologies and advise the Corporation on the criteria for the selection and use of measurement systems such as total stations, global positioning systems, and Lidar scanners etc.
- Liaise with other levels of Government and professional associations on matters pertaining to survey matters and City owned land.
- Provide leadership, guidance, and mentorship to the survey team, fostering a collaborative and high-performing work environment.
