Bylaw Compliance Officer II position plays a key role in maintaining the safety, health, and overall livability of our community by ensuring compliance with municipal bylaws. The Town prioritizes voluntary compliance through education and awareness, with enforcement action used when necessary. **Key Responsibilities include**: - Provide information to residents and businesses about municipal bylaws to encourage voluntary compliance. - Respond to complaints, conduct site inspections, and assess bylaw infractions related to land use, zoning, parking, property maintenance, noise, animal control, and other regulatory matters. - Issue notices, warnings, and penalties, where necessary, following investigation and in accordance with Town policies. - Maintain detailed reports, prepare documentation for legal proceedings, and provide evidence in court when required. - Perform routine clerical and office duties as required to maintain the files and records. - Work closely with other Town departments, external agencies, and law enforcement as needed to address bylaw compliance matters. - Conduct regular patrols of Town properties, including parks, trails, and beach areas, ensuring compliance with Town regulations. - Assist in emergency situations, including enforcing regulations during local events or emergency conditions. - Perform other related duties as assigned. - organized documentation and coordination of enforcement processes. **Required Qualifications and Experience**: - Ability to provide excellent service to coworkers and the public with professionalism and courtesy. - High School Diploma supplemented with a Bylaw Enforcement Level 1 Certificate - Bylaw Enforcement Level 2 Certificate (or a commitment to obtain it within the first six months of employment). - 3 - 5 years of prior job-related experience, including enforcement or regulatory work within a municipal setting. - Strong knowledge of local government bylaws and relevant Provincial and Federal legislation, including but not limited to the _Local Government Act _and _Community Charter_. - Strong communication and interpersonal skills, including conflict resolution and the ability to handle difficult situations professionally. - Proficiency in report writing, record-keeping, and computer skills including but not limited to Microsoft Word and Excel. - Ability to work independently and exercise sound judgment in decision-making. - Valid BC class 5 Driver’s License, satisfactory driver’s abstract and Police Information Check are required. - Eligibility for membership in the License Inspectors' and Bylaw Officers' Association of BC. **Preferred Qualifications**: - Training or experience in dispute resolution or mediation. - Emergency Management training and experience handling enforcement during crisis situations. - Animal Control Basic Training. - First Aid Level 1. **Working Conditions**: - Position involves outdoor work throughout the year in all weather conditions. - May require periodic call-outs; applicable overtime rates will apply. - Frequently involves working alone; employees must adhere to the "Working Alone Safe Work Procedure," including established check-in/check-out practices. - May involve interactions with residents who are angry or agitated; excellent conflict resolution skills are required to diffuse high-stress situations. - Requires good stamina and physical health to effectively perform duties outdoors year-round. - Duties may involve contact with bio-hazardous materials; employees are required to follow all relevant safe work procedures. The terms and conditions of employment are covered by the CUPE Local 401 Collective Agreement. The rate of pay is $38.52/hr plus an excellent benefits package. Successful applicants will work 35 hours per week, with a schedule that will include one weekend day and may include evenings. Work hours and weekly schedules may vary seasonally based on operational needs. Should Council decide not to continue funding this position after two years, there may be a possibility of a layoff.
