**The Opportunity**

The Western Canada Lottery Corporation (WCLC) is looking for a **Procurement Specialist** to join our Procurement and Contract Services department in Winnipeg, Manitoba. This position is responsible for RFx development, contract documentation, vendor management and departmental processes.

**Key Accountabilities and Responsibilities**:

- Administer and ensure that WCLC Procurement policies are adhered to.
- Manages and executes all activities involving procuring goods and service for corporate contracts.
- Advises and leads internal business partners through various procurement processes including design through contract administration.
- Collaborate directly with vendors on procurement of external purchases and internally for appropriate process (from planning through delivery).
- Assists in the development and negotiations of new supplier agreements and contracts.
- Monitor inventory levels to ensure that adequate inventory levels are maintained.
- Prepare and reconcile monthly inventory reports.
- Monitor and schedule contract renewal and expiry dates.
- Process purchase orders using a computerized purchase order program.
- Maintain supplier database.
- Other duties as assigned.

**Qualifications and Competencies**
- Minimum of 3 years proven experience in contracts administration or related discipline, well versed in contract negotiation
- Enrollment in Purchasing Management program preferred
- Knowledge of Inventory controls/ previous purchasing experience, a definite asset
- Advanced working knowledge of Microsoft Office Programs including Excel and Word
- Excellent written and oral communication skills
- Ability to organize and prioritize workflow to meet deadlines
