Asset Management Specialist

**Job Description**:
**POSITION PURPOSE**:
Reporting to the Manager, Operations is responsible for assisting in the development of annual capital plans, 100 year corporate capital plan, asset management plans, strategies and frameworks; conducting asset inspection/condition assessment, research, data analysis, assets performance monitoring, evaluation and reporting; collecting, verifying, evaluating, summarizing and interpreting data collected and generated from various asset management systems to prepare operational and management reports; participates in cross-functional/Branch project teams to support services and programs preparing long-range life-cycle models and program development to support rehabilitation and replace planning for all Housing assets owned by the Region and by private non-profit organizations.
**MAJOR RESPONSIBILITIES**
- Develops condition assessment frameworks or specifications.
- Prepares asset inspection and condition assessment plans, initiates processes and protocols for data collection, and coordinates with various internal and external stakeholders to ensure accurate and timely asset data to support asset management programs.
- Assists in the developments of the comprehensive annual and multi-year capital plans with full project description reports and the annual 100 year corporate capital strategy.
- Reviews consultant’s Building Condition Assessment (BCA) data for errors/omissions to confirm accuracy before publishing and over write existing asset management software.
- Provides training to HYI staff and all housing providers as required.
- Ensures quality assurance activities to monitor program effectiveness and support continuous improvement efforts with the business unit.
- Oversees engineering consultants and feasibility/functional studies and projects, relevant to Transportation infrastructure.
- Coordinates and/or leads project teams, as assigned.
- Liaises with internal Department contacts, cross-department staff, external contractors, consultants, housing providers and the public, as required.
- Responds to inquiries and resolves concerns, as appropriate.
- Perform administrator duties within asset management software system e.g. user account requests, report design.
**QUALIFICATIONS**
- Successful completion of a University Degree in Civil Engineering or approved equivalent combination of education and experience.
- Minimum three (3) years experience in infrastructure asset management with responsibilities for planning, risk analysis, program and project management and administration.
- Familiarity with the development and implementation of asset management plans, strategies and framework associated with Transportation Assets and ability to establish Levels of Service (LOS), KPI indicators, baseline requirements and process to collect required data.
- Familiarity with asset data analysis, performance monitoring, evaluation and reporting, performance gap and failure mode analysis, risk assessment, deterioration pattern recognition and trending, determination of remaining asset lives, comparison maintenance costs with remaining asset values, and lifecycle cost analysis and development of preferred capital investment alternative and options.
- Knowledge in developing condition asset and inspection plans and programs, processes and protocols for data collection.
- Strong research, policy and report writing, presentation, communication and investigative skills.
- Well developed analytical and problem solving skills to conduct and interpret research and reports, identify project issues and assist in the development of creative solutions.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
