THE OPPORTUNITY

Under the direction of the Controller - Accounting and Revenue Services the Assistant Controller - Accounting and Reporting is responsible for providing a comprehensive range of financial services that ensure accurate accounting and timely financial reporting. The Assistant Controller is a supervisory role providing leadership and coaching to the accounting and reporting team, managing priorities and deadlines to provide a high level of customer service within the organization.

This position will lead the preparation for the annual external audit process and the preparation of the annual report. The incumbent will provide technical support to interdepartmental committees and work teams as a representative of the Finance department and will support the Controller - Accounting and Revenue Services in the enhancement of customer service to internal customers in the organization and policy development and implementation.

The incumbent will oversee the creation of the work plan for the accounting and financial reporting work unit of the Finance department. The incumbent works in collaboration with the Assistant Controller - Budget and Planning and Assistant Controller - Revenue Services.

This is a permanent full time position with a salary range of $ 102,083.80 - 121,357.60.

RESPONSIBILITIES

Accounting and Reporting
- Coordinate with the Controller - Accounting and Revenue Services to develop internal financial and accounting policies and take responsibility for the development of corresponding procedures.
- Work with the Controller - Accounting and Revenue Services to provide advice and analysis to City departments on financial reporting and controls of special projects impacting the organization.
- Assist the Controller - Accounting and Revenue Services with financial analysis to enable the provision of advice to City departments, senior leaders, and Council to support decision making.
- Provide client and strategic support related to accounting and financial reporting.
- Serve as a technical expert on generally accepted accounting principles (GAAP) and Public Sector Accounting Standards (PSAS), financial reporting, and analysis.
- Ensure efficient and effective accounting processes exist with sound internal controls.
- Produce timely financial reporting that meets the needs of both internal and external partners in accordance with GAAP, City Policies, By-laws, and the Municipal Government Act.
- Lead the successful preparation of quarterly financial reporting to Council, in coordination with the Budget and Financial Planning team.
- Liaison for interim and annual audit processes, including the audit of Family and Community Support Services (FCSS), unconsolidated and consolidated financial statements, and the municipal financial information return.
- Act as the finance lead for the creation of the Annual Financial Report and the Popular Annual Financial Report, and the submission of these reports to the Government Finance Officers Association (GFOA) award process.
- Oversee the health and effectiveness of the City's chart of accounts and operation of the general ledger.
- Manage the operation of financial software and share accountability with the Controller - Accounting and Revenue Services for its implementation and functionality.

Supervisory Management
- Align the accounting and reporting team with the City's strategic and corporate plans, values, and guiding principles.
- Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and projects throughout the year and during the performance management process.
- Manage the daily operations of the accounting and reporting team; setting goals and expectations, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of services provided.
- Demonstrate commitment to staff development and skill advancement through the provision of training opportunities, granting access to necessary tools, and providing a supportive environment for learning.

Client and Strategic Support
- Be the Finance representative on internal working groups as assigned by the Controller - Accounting and Revenue Services.
