Housing Manager

The Housing Manager contributes to MSP’s goal of eliminating homelessness by developing and implementing culturally safe, proactive healing and learning environments where community members can find refuge, are supported to identify and build their strengths, and find success in long term stable housing.
The Housing Manager provides leadership to The Bell Hotel and Mainstay teams and associated services towards these ends including (but not limited to), the management and supervision of staff, students, volunteers, interns and program budget. The Housing Manager will also ensure the physical housing buildings are maintained, enhanced and meet the needs of the community. The Program Manager will bring vision to expanding housing opportunities to those MSP serves.
The Program Manager serves as the direct contact for employee development including performance management, program development, evaluation and delivery; ensures appropriate numbers of staff are scheduled in each program and on each shift. This position is also responsible for the successful facilitation of supports and interventions for MSP clients in coordination with an interdisciplinary team.
**KEY RESPONSIBILITIES**
**Operations - ensure the programs overall operations continuously runs efficiently, delivering program services in the most consistent manner possible**:
Responsible for the development, implementation and maintenance of program policies, procedures and activities to bring participant experience and outcomes inline with MSP’s mission, values, and strategic plan.
- Provides periodic review, evaluation and modification of programs to ensure our activities are meeting participant priorities and are in line with MSP’s strategic plan and contractual obligations.
- Responsible for the supervision, development and accountability of program staff, students, volunteers and interns, ensuring their actions and behaviours are in line with MSP mission, goals, and values, and contributing positively to our strategic plan.
- Ensures that programs and activities are peer directed and contribute positively towards advancing MSP’s strategic plan.
- Actively creates a culturally safe and secure environment where people feel safe and draw strength in their identity, culture and community; and can develop relationships that offer structure, belonging, and support ongoing personal and interpersonal development.
- Support community members by ensuring a skilled and collaborative staff environment that can successfully and consistently offer de-escalation, crisis intervention, counseling, case management, client grievance/dispute resolution, outreach, and other service activities as necessary in conjunction with other departments.
- Ensure full 24/7 staff coverage across all programs.
- Broker relationships with partners and new, relevant and appropriate housing opportunities for MSP residents, and actively develop new options as a part of our project of eliminating homelessness.
- Work effectively within the MSP team, coordinating work and activities towards the best outcomes for participants across the organization.
- Fine tunes MSP’s housing models for transitional and permanent supportive housing, and supports MSP housing expansion.
**Participant Supports & Programs**
- Manage and deliver participant supports and oversee housing procedures, including intakes and orientation of new housing residents; and quick turnover of vacancies.

- Model and maintain a safe, trauma-informed, low-barrier, housing-focused philosophy in all programs.
- Model appropriate physical and emotional boundaries with residents and enforce and train employees and volunteers to maintain same.
**Leadership, Team Supervision & Team Coordination**
- Manage, train, and coach staff, developing a strong and skilled team;
- Schedule staff for all shifts, resolve scheduling issues, and fill in scheduling gaps as needed.
- Ensure staff receive timely and meaningful feedback about job performance, conduct, and attendance; ensure documentation is provided.
- Help ensure effective communication across shifts, and between program staff.
- Directly address and manage staff issues, including staff complaints, conflict resolution, and disciplinary issues; document issues and ensure appropriate team members are notified on matters of concern.
- Teamwork - provide support to all staff including responding to emergencies from staff on-site or from on-call providing site coverage. Participate in program and organizational development, and attend staff and team meetings.
