JOB PURPOSE: The Band Designate / Advocate Supervisor will act as a resource, liaison and advocate for First Nations children and families in the deliberations regarding the community and cultural wellbeing of children in care along the service delivery continuum from intake to case conferencing, and permanency planning. The Band Designate / Advocate Supervisor will advocate to ensure that children, youth, parents and extended family have a voice in concurrent and permanency planning to identify placement options, extended family and community resources. The Designate will share in the responsibility for enhancing partnerships among the First Nation, Children's Services, and Delegated First Nation Authorities in the best interest of the child. Responsibilities involve exposure to sensitive information and require considerable use of facts, diplomacy, discretion and judgement. The Band Designate / Advocate Supervisor shall act as a liaison and resource to Child & Family Services, Delegated First Nation Agencies and other First Nation Band Designates to:

- Provide information and facilitate mutual understandings about working together arrangements and communityprotocols;
- Support the casework process and preservation of the child's culture that is reflective of the child's heritage,family and cultural traditions and work in partnership with CFS and DFNA staff, caregivers, children and youth toplan, coordinate and ensure the participation of children in care in community and cultural connections,activities and events;
- Promote and support placements within the community and available community resources. The BandDesignate / Advocate Supervisor will work collaboratively with CFS staff to ensure children are supported infoster placements and that cultural plans are adhered to;
- Support potential opportunities for involvement in the community; work within the community to encouragefamily connections with children and to create opportunities for children to be in community for events,ceremonies, feasts and family celebrations.
- The Band Designate / Advocate Supervisor will also participate in the development of ECN jurisdiction (laws) andprovides ongoing updates on services.
- Provide recommendations, advice and guidance to Chief and Council, CFS and DFNAs with respect to thecommunity and cultural welfare of children in care in or away from the reserve community.
- Work in collaboration with CFS and DFNA staff in developing and monitoring case plans
- (including cultural, concurrent and permanency plans) for First Nations children in care.
- Be involved in initial and ongoing case management decision making as a collateral resource for all Nationmember children.
- Meet at minimum on a quarterly basis with CFS and DFNA staff to review relevant information on memberchildren to jointly discuss strategies supporting the best interest of the child.
- Participate in mandatory case conferencing as per the casework practice model and maintain involvement incase planning; family/stakeholder meetings, family group conferences, permanency planning and othermeetings focused on collaborative decision making for case planning.
- Attend court proceedings to provide advocacy and support to child youth and families.
- The CFS and DFNA staff and the Band Designate/ Advocate Supervisor will work in collaboration with the familyto ensure the process for obtaining status/membership is initiated and completed as it is collective and inherentright of a First Nations child to be First Nation.
- Promote, educate, and provide contact information to Child and Family Services staff, children and familiesabout the Benefits and Rights of Treaty Status People.
- Maintain files on children in care on all member Nation children being case managed Off Reserve by Child andFamily Services. These files will include at minimum, genograms, legal authority documentation, and currentongoing assessment records (OAR), concurrent plans, cultural plans and updated pictures. Other informationthat would assist the Band Designate / Advocate Supervisor in their work supporting the child and family willalso be provided by Child and Family Services and maintained within the file.
- The Band Designate / Advocate Supervisor is a resource or contact person for inter-regional or inter-provincialmatters pertaining to member children.
- Work within Protocol Agreements between Child and Family Services and Delegated
- First Nation Authorities and/or First Nations in a collaborative manner that respects First Nations input andrequirements of the distinct Nation values and beliefs in the safety and best interests of the member FirstNations, children and families.
- The Band Designate/ Advocate Supervisor shall establish meaningful relationships and connections with Nationmember children in care through face-to-face contact, the purpose is to respect the voice and viewpoint of thechild's expressed wishes within a private, confidential and safe environment.
