The Emergency Management Specialist leads the development of Elexicon Energy’s Emergency Management (EM) program, storm response procedures and any other enterprise risk treatments that leverage corporate emergency declarations. Reporting to the Manager, System Control Centre (SCC), this role supports the SCC Manager in ensuring compliance with the Distribution System Code, IESO Market Participant Rules and stays abreast of general corporate resiliency initiatives or measures.

DUTIES & RESPONSIBILITIES

Elexicon Energy wants to develop a comprehensive Emergency Management program to ensure the necessary plans, exercising and reporting align with the corporation’s CEMC partners for an effective, coordinated, emergency response. From an operational perspective, Emergency Management program obligations are enshrined in the Distribution System Code, IESO Market rules and an increase in severe weather events is adding pressure to restore power in a more systematic, timely fashion.
- Support the SCC Manager in the planning, testing and implementation of the storm response procedures and its alignment to the corporate EM program.
- Provide client facing emergency management service and representation for the Community Emergency Management Coordinators in Elexicon’s service territory.
- Maintain the critical and priority loads list in coordination with Elexicon’s stakeholders, System Control Centre, and Operational Technology business units.
- Provide expertise in mutual assistance planning and represent Elexicon’s interests at various committees and forums for mutual aid.
- Work towards developing the corporate program to meet a recognizable best practice and finds alignment with regional EM partners.
- Provide recommendations on enhancing current practices, practices, procedures, policies, and any other program framework to increase the performance of Elexicon’s EM and Storm Response
- Ensure the proper controls and sustenance of the measures that enable Elexicon’s Emergency Powers and Authority
- Develop reports and present them to various levels of management and staff to gain buy-in for enhancements to the EM program’s framework.
- Support the operation of the grid in all matters of Emergency Management, Business Continuity, after-hours during stand-by, storm response and declared emergencies.
- Develop training, plans and other engagement work necessary to support the program.
- Coordinate with external agencies (especially Community Emergency Management Coordinators) to align Elexicon interests with municipal Emergency Plan objectives.
- Coordinate with internal clients such as Information Technology, Health and Safety, Stakeholder Relations and Customer Experience to provide input on Cyber Security, emergency procedures and meeting emergency management rules.
- Act as Elexicon’s Emergency Management Coordinator/ representative for municipal or regional declared emergencies
- Provides technical knowledge on the findings of training, exercises, audits and inspections related to the good governance of the programs’ frameworks.
- Be expected to take an interest in learning basic electrical utility operations such as dispatch, scheduling, switching coordination and inter-agency operability to support the enhancement of emergency recall outage procedures.

Health and Safety
- Expected to carry a corporate issued mobile and support executive leadership and senior management in the event of a corporately declared emergency.
- Responsibility of identifying and escalating health and safety policies to ensure the front-line staff are operating in a safe environment.
- Promoting safety, participating in safety meetings, inspections, meetings, instructions, and training as required.
- Enforcing all applicable safety standards including the Company’s Health and Safety program.

KEY SKILLS & QUALIFICATIONS
- Develops culture and people by actively supporting employee development through coaching, mentoring, and training.
- Working knowledge or demonstrated experience with Emergency Management standards (BSi or CSA) and the Incident Management System
