Under the general direction of the Deputy CAO the Manager of the Housing Accelerator Fund establishes, develops, leads and delivers the City of Winnipeg’s funding associated with the Federal Housing Accelerator Fund and associated programs in alignment with the City’s economic development policy. The position leads specific initiatives from conception to delivery including evaluation of performance by developing key strategies, policies, and services. The position manages and delivers the objectives outlined in Winnipeg’s Housing Accelerator Fund (HAF) and is responsible to facilitate housing outcomes that are advantageous to the City and community of Winnipeg.

The Manager leads the HAF program team in providing a one-stop shop to supports housing investment, affordable housing supports, and key infrastructure development. The position is the access point for facilitation and support of housing investment and provides supervision and guidance to a team that is responsible for HAF project and program administration, and partners and on initiatives with Economic Development Winnipeg, CentreVenture Development Corporation and multiple City Departments. The Manager is directly responsible for the delivery of four of the seven initiatives promoting multi-family housing in the downtown and corridors, and responsible for the coordination of the overall City’s Housing Action Plan.

The role provides key strategic advice to Senior Administration, providing sound, thoughtful guidance and recommendations supported by critical analysis of issues and statistics related to the economic impact and effectiveness of programs, projects and initiatives.

**As the Manager of the Housing Accelerator Fund you will**:

- Establish, lead and manage the implementation and delivery of the Housing Accelerator Fund program and services, team creation and development, and action plan to fulfill the funding mandate to increase and accelerate housing supply.
- Participate and collaborate to drive change in land use planning, zoning and development approvals.
- Develop a program of strategic infrastructure investment to increase the capacity of existing lands and support multi-family housing in established neighbourhoods and the Downtown.
- Acquire, consolidate and rezone sites to be available for high density affordable and mixed-income housing. Provide leadership, supervision and strategic direction to professional and administrative staff, to foster a positive work culture.

**Your education and qualifications include**:

- University Degree in Finance, Economics, Commerce, Business Administration, Planning or Urban Design, or a related field. May consider an equivalent combination of education and experience.
- Master’s Degree in Business Administration (Economic Development), Public Administration, Planning, Urban Design preferred.
- Minimum of 10 years of experience in housing development including working with municipal infrastructure challenges and opportunities.
- Project management experience, including knowledge of business plans, marketing studies, and feasibility studies.
- Ability to work with City Departments together with a working knowledge of the various City policies and procedures, by-laws and regulations, which affect businesses.
- Ability to deal with individual businesses and business organizations with respect to municipal service matters and other interactions with the business community.
- Ability to work effectively with senior administration, Council and other levels of government, with strong political acumen.
- Analytical skills with the ability to resolve complex political, social and economic issues and develop practical solutions.
- Thorough knowledge of local government issues, the structure and operations of the City of Winnipeg, and a working knowledge of.
- Ability to work in a culturally sensitive way and develop a trusting relationship with indigenous leaders, entrepreneurs, business people and Indigenous organizations and citizens in the economic development activities of the City.
- Knowledge of land use principles, subdivision design standards, municipal servicing requirements and ability to analyze land development proposals, technical reports and related plans.
- Strong verbal communications skills with the ability to communicate effectively with elected officials in the business community; including conducting public meetings.
- Strong written communication skills including preparing reports to senior management.

Strong public relations skills including the ability to negotiate in a tactful and diplomatic fashion and to resolve disputes between parties in a non-confrontational manner.
