**KEY FUNCTION**:
Develop, administer and evaluate quality improvement activities, congruent with Ministry of Health and Long Term Care (MOHLTC), Emergency Health Services Branch and the program guidelines, mission and vision.
**REPORTING**:
Under the general direction of the Manager, Trauma Services and Centre for Prehospital Care.
**DUTIES**:
- Develop provincial and regional quality improvement frameworks by integrating strategic quality planning processes and related actions into the program mandate.
- Investigate patient care and system variances and complaints with the intent to mitigate risk and improve performance at a system level.
- Monitor, evaluate and contribute to the improvement of delivery of patient care by paramedics, at a system level across North Eastern Ontario.
- Monitor trends in current literature and make evidence-based system improvement recommendations and plans.
- Lead and/or assist in the development of regional research, patient safety and quality improvement databases and participate in multi-site research.
- Perform complex analysis of clinical data in order to identify and determine causes of deficiencies and implement strategies for corrective action.
- Provide feedback to program leadership, provincial and regional stakeholders, and MOHLTC based on the information extrapolated from systems and escalate matters requiring further investigation.
- Establish and maintain an effective program complaint tracking and resolution process.
- Provide timely review of patient care documentation to ensure adherence to standards of practice.
- Provide reports to provincial and regional stakeholders, and MOHLTC on skills implementation that require performance threshold measurement (e.g. intubation success rates).
- Participate in the development and review of policies and procedures for the department.
- Maintain current and accurate information regarding all aspects of quality improvement initiatives and other system reports as required.
- Educate and promote health, safety and wellness in the work place.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.
**QUALIFICATIONS**
**EDUCATION AND TRAINING**:
- Minimum of a three (3) year Bachelor's Degree in a Health Care, Education, or Business field, from an accredited university or equivalent experience.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
**EXPERIENCE**:
- Minimum of two (2) years’ experience working in a leadership and quality assurance position within a health care environment.
- Recent clinical experience within the last five (5) years is preferred.
- Recent experience or training in a credentialed investigations process (i.e. CLEAR) is preferred.
**KNOWLEDGE/SKILLS/ABILITIES**:
- Demonstrated excellent judgment and proven analytical skills.
- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
- Demonstrated superior interpersonal and communication skills, both written and verbal.
- Effective time management and organizational skills with the ability to organize and prioritize as required.
- Demonstrated discretion and maturity when handling confidential information.
- Demonstrated commitment to the safety of co-workers and patients.
