**Responsibilities**:
Under the general guidance and direction of the Manager, Enforcement Services, the Supervisor, Enforcement Services is responsible for the supervision, operation, and administration of either the mobile compliance operation or municipal standards investigation section within the Municipal Enforcement Services (MES) department. Specifically, this position is responsible for day-to-day operations, the development of by-laws, policies and procedures and MES equipment and fleet management. In addition, responsibilities include the development and administration of contracts and contracted services and monitoring and reporting on KPI’s and revenues. Finally, the Supervisor will lead and participate in the development of asset management plans, fleet and asset assessments, technology adoption and integrations and other related studies and initiatives.

**What can I expect to do in this role?**

As the Supervisor, Enforcement Services, you will:

- Supervise day-to-day operations and administration of the mobile compliance officer or municipal standards investigator sections within MES, ensuring operational policies and procedures are followed.
- Ensure service processes for enforcement and enforcement administrative roles are established and adhered to including setting standards for enforcement actions and establishing protocol, methodology and escalation process for issuance of directives and orders.
- Investigate and follow up on complaints and inquiries received from Members of Council, management and the public in a professional, courteous and respectful manner.
- Set service delivery targets and monitor service delivery achievement and respond to gaps in service performance through process reviews and capacity/utilization assessments.
- Provide the manager with service recommendations, model changes and improvements targeted at achieving goals that support a continuous improvement model.
- Develop schedule that supports service levels and ensures enforcement support for holiday, special event and project needs.
- Participate in hiring process, employee training and development and manage payroll related functions.
- Review and prepare documents related to by-law violations and court, screening or hearing proceedings.
- Provide input to divisional operating budget and prepare reports to department Manager and Director.
- Provide the public and other interested individuals with information and assistance on related areas of enforcement including Town by-laws and policies, Provincial Acts and regulations and other information as appropriate.
- Provide insight into emerging issues and assist with the formulation of policy and/or new or revised by-laws to enhance the protection of the community.
- Arrange and lead public meetings on various topics including proposed policy changes or new programs.
- Lead multidisciplinary teams to review by-laws and processes.
- Research and author reports to council including leading formal presentations.
- Participate in special projects and liaise with internal partners, police, region and other agencies developing partnerships and advancing enforcement initiatives.
- Schedule may vary from year to year and includes both a 7-hour Monday-Friday day shift schedule and a 10-hour 7-day shift rotation that includes weekends
- Wears a town uniform as directed
- Perform other duties as assigned.

**How do I qualify?**
- Successful completion of a two year Law Enforcement diploma or certificate and a Municipal Law Enforcement Officer Certification or equivalent.
- Minimum five years of related experience including supervising staff and performance managing in a unionized public sector environment.
- Experience leading and supporting continuous improvement initiatives.
- Previous experience in a law-enforcement related field.
- Successful completion of Quantitative Noise training is preferred.
- Certification with the Ontario Association of Property Standards Officers and completion of AMCTO Municipal Administration Program and Licensing programs is preferred.
- Equivalent education and experience may be considered.
- Strong report writing and public relations skills are necessary, as well as the ability to deal authoritatively, but politely, with the public.
