**The Role**
- Manages accounting and budgeting functions for the Public Health and Paramedic Services Department and Community Services Department, as well as the Waterloo Immigration Partnership, and Region of Waterloo Community Housing Inc. Manages the production and issuance of social assistance payments. Manages the updating of policies and procedures, and ensures reporting and performance tracking requirements are met in response to changes in legislation, government policy, and council priorities to mitigate risk and ensure funding is secured and properly allocated.
**Duties/Responsibilities**
- Supervises Financial Analysts and a Supervisor of Income Support Operations. Indirectly supervises additional staff, including Accounting Specialists.- Manages the preparation, analysis, and presentation of operating and capital budgets, and financial analysis and accounting for client groups and associated agencies for approval by council and other levels of government. Prepares and presents reports to senior management, council, and agencies.- Manages, approves, and submits grant and subsidy claims for funding. Ensures the Region is able to maximize funding opportunities from senior levels of government. Monitors funding levels and recommends actions if required. Analyzes financial impacts of policy proposals made by council, area municipalities, Ministries, and agencies, and recommends responses. Is the Region’s lead contact for the external provincial and federal grant securing organization. Facilitates collaborative work between the organization and regional departments. Collaborates with local municipal groups to identify eligible co-applicant funding streams.- Approves annual subsidy estimates for non-profit and co-op housing projects. In collaboration with Housing Services staff, oversees the development of new housing provider funding model(s) that align with legislative policy changes. Implements funding model changes in future provider agreements and ensures ongoing provider compliance.- Oversees financial budgeting and reporting processes for the Region’s Equity Investments and Upstream Initiative. Plays a key role in developing and maintaining the reporting framework, including thresholds for accountability audits to mitigate risk and ensure funds are used as intended.- Supports initiatives within Housing and Homelessness from a financial and risk perspective. For example, manages funding and financing strategy for the Waterloo Region Housing Master Plan; initiatives proposed to be funded from the housing levy; and funding needs of the emergency shelter system delivery model. Participates in development of the interim housing strategy.Manages the development of a prescribed funding model for community housing provider partners reaching end of mortgage, in response to legislative changes and deadlines. Ensures the model is designed to preserve existing affordable and rent geared to income units, and allow for the creation of new affordable/subsidy housing units.
Coordinates work requirements to meet external audit requirements for annual Sunnyside Trust financial statements, Region of Waterloo Community Housing financial statements, and required provincial audits for cost-shared programs.**Additional Duties/Responsibilities**
