Reporting to the Manager, Transportation and Traffic, the Program Manager, Development Transportation will provide operational leadership and oversee the supervison of the Development Transportation program area.
This position will also be required to undertake the review of complex files related to Transportation Secondary Plans, Official Plan Amendments and Zoning By-law Amendments to protect the City’s mobility infrastruture, policy and zoning interests.
This position is also expected to serve as transportation expert witness at the OLT (Ontario Land Tribunal) hearings.
**Key Duties and Responsibilities**:
- Supervise the daily activities of Transportation Engineers, Senior Transportation Planner and Project Coordinator, Illumination.
- Track transportation development, review statistics, analyze data, and develop and monitor performance indicators.

- Provide input to capital budgets to identify key infrastructure that will be delivered by developers as part of development construction.
- Guide senior management through changes in transportation and traffic regulations and legislation and respond to new provincial policy and industry guideline changes through the timely development of City guidelines, policies, and procedures, working with internal partners, external agencies, and stakeholders, and disseminating information as required.
- Project planning, initiation, and management of block or area Transportation and Parking Studies for Secondary Plans and Official Plan Amendments.
- Prepare and undertake presentations at Council or public meetings.
- Other duties as assigned.
**Education and Experience**:
- Bachelor’s Degree in Civil Engineering with specialization in Transportation Planning, Traffic Engineering
- Professional Engineer (P.Eng.)
- Membership with the Institute of Transportation Engineers (ITE) and/or Transportation Association of Canada is considered an asset
**Required Skills/Knowledge**:
- Supervisory experience in a municipal government environment.
- Demonstrates effective leadership of a team in a strong customer service focus environment.
- Experience writing reports and delivering presentations for the Committee of the Whole, Council, and Senior Management.
- Proficient in Microsoft Office Suite, Synchro, and Traffic Engineering Software.
- Thorough knowledge and experience in the Highway Traffic Act, Planning Act, Highway Capacity Manual (HCM), Ontario Traffic Manuals, Transportation Association of Canada Geometric Design Guide for Canadian Roads, and OPSD Standards.
- Strong knowledge of municipal legislation, policies, and practices relevant to the position and a strong awareness of current political and economic issues affecting municipal government.

- Must possess a valid Ontario Class “G” Driver’s License and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
