Nova Scotia College of Early Childhood Education (NSCECE) is seeking an experienced information technologist to define, implement, and manage all aspects of our online learning environment and to support students and staff operating in three business lines with enabling information and technology. The Manager applies NSCECE core values, policies, and procedures to maintain and enhance a standard of quality that foster an exceptional student experience and contributes to a reputation for excellence within the sector.

**About the Nova Scotia College of Early Childhood Education**

Based in Halifax, NSCECE is the largest issuer of early childhood education diplomas and certificates in Atlantic Canada. NSCECE operates three not-for-profit child care centres and is building two more making it one of the largest operators in Nova Scotia. NSCECE also offers a range of professional development programs enabling educators to meet ongoing annual training requirements. We are a critical partner to the Province in implementing the Canada Wide Early Learning and Child Care Agreement that is redefining the sector.

**Accountabilities**
- Set up user accounts, provide orientation and training, perform maintenance and offer ongoing support for students, instructors and other employees who use online services (Office 365, CampusLogin, Brightspace and addons etc.)
- Design course structures to allow for development of online courses by others
- Provide tools, support, and advice to course developers (in person, online, asynchronous)
- Ensure consistency and efficiency of key processes through business process design and work flow management of all key processes (build, maintain, track, train)
- Manage and maintain college information assets (e.g., databases) and provide training to end users
- Update NSCECE public website as needed
- Design, develop and maintain NSCECE’s employee intranet site; work collaboratively with others to build relevant content for intranet
- Support lab schools in using online tools (e.g., Process Street, Storypark), adopting practices which make operations more efficient (e.g., waitlists, staff scheduling, communications with parents etc.)
- Support/manage integration projects of acquired child care centres and other strategic projects
- Store and manage student data to ensure compliance with regulations
- Provide technology training and ongoing support for lab school employees
- Offer first tier technical support to students, instructors, and employees and troubleshoot computer problems.
- Escalate technical support when required to second tier in a timely manner
- Liaise with vendors (e.g., D2L, Great Exposure, Microsoft, DocuSign) to ensure contract compliance and that user needs are being met
- Keep up-to-date on software improvements and release notes and relay to relevant individuals as needed
- Engage in ongoing professional development opportunities to further knowledge and skills and share findings with relevant individuals

**Required Skills, Knowledge & Experience**
- Diploma or Degree in IT or related field; Degree or Diploma in Education/Early Childhood Education considered an asset.
- A minimum of five years’ experience working in IT or related field.
- Deep knowledge of Microsoft 365 and SharePoint platforms.
- A minimum of three years’ experience with Learning Management Systems (e.g. BrightSpace) and Student Management Systems (e.g. Campus Login).
- Working knowledge of project management and change management concepts.
- Experience with web content management systems.
- Working knowledge of workflow management tools and techniques and database management (design and build) are considered an asset.
- Experience in regulated child care or education considered an asset.
- Works collaboratively and inclusively, fostering supportive experiences and a respectful environment for all staff and key stakeholders.
- Demonstrated ability to build, manage and maintain high-quality and productive relationships across professional and cultural differences.
- Ability to identify and respond to emerging trends and best practices in delivering IT services and to leverage automated processes and technologies.
- Ability to effectively manage transformational change through others directly and indirectly.
- Build respectful and form genuine connections with key stakeholders of NSCECE including regulators, faculty, staff, students, and vendors.
- Ability to develop effective working relationships with fellow Managers, faculty, students, and staff.
