The Procurement Services Centre of Excellence branch is responsible for the strategic direction, policies, and processes for procurement and supply chain related functions across government. Procurement and Supply Chain provides a link between vendors and the Manitoba Government's purchasers of goods and services.

Qualifications:
Essential:

- Post-secondary education in business administration/accounting or an equivalent level of experience and training.
- Experience in financial management including financial analysis, processing accounts payable/receivable, preparation of budgets, estimates and cash flows.
- Experience in handling sensitive material and information with confidentiality and professionalism.
- Strong organizational skills, with the ability to manage competing priorities in a fast-paced environment and to translate strategic priorities into actionable operational and business plans.
- Strong interpersonal skills with the ability to develop and maintain positive working relationships with internal and external stakeholders.
- Strong verbal communication skills with the ability to interact professionally with internal and external stakeholders.
- Excellent written communication skills, with the ability to draft, format, edit, and proofread correspondence and reports.
- Strong problem-solving and decision-making skills, with the ability to demonstrate sound judgment while working independently.
- Ability to work independently with mínimal supervision while prioritizing and managing multiple tasks under pressure and within tight deadlines.
- Supervisory experience, including coaching, training, mentoring, performance management, and evaluating the work of team members, along with experience in leading and evaluating projects of varying scope and complexity.
- Strong attention to detail and accuracy in financial, administrative, and operational tasks and policies.
- Proficient with Microsoft Office (Word, Excel, Outlook, Visio) and Adobe Acrobat.

Desired:

- Experience and/or training in SAP related to financial management.

**Duties**:
The Manager of Administration and Finance is accountable for (1) administrative management to support effective functioning of both Procurement Services Centre of Excellence and Contracted Programs Management Office under the Division of Procurement and Supply Chain; (2) financial services, including but not limited to Divisional estimates and budget preparation, invoice auditing and processing; (3) human resources services, such as student recruitment and management, staff time keeping, division vacation planning, health and safety management; (4) French Language Services coordination; and (5) strategic advisory service, including organizational development, position utilization, office layout, and improvement opportunities.
