At VIA HFR, we are re-imagining passenger rail service on behalf of the Government of Canada Our goal is to create a new sustainable train network that that will run faster, more often and will be more reliable between Toronto and Québec City. The HFR project is Canada's largest infrastructure project in generations.
Are you ready to take on a stimulating and impactful challenge? Look no further: VIA HFR’s Indigenous Relations team is looking for a Manager, Impact Assessment, Indigenous Relations.
**The role**
As the Manager, Impact Assessment, Indigenous Relations you will play a key role in ensuring that Indigenous rights, interests and concerns are appropriately considered and addressed in the High Frequency Rail (HFR) project. Reporting to the Senior Director, Environment, Rights & Reconciliation you will be responsible for ensuring that the project complies with legal requirements, in particular the Crown’s legal duty to consult and where appropriate accommodate.
**The responsibilities**
- Manage and collect essential information about potential impacts of the Project on rights and interests of Indigenous communities.
- Prepare comprehensive reports to inform the impact assessment process and mitigation measures, ensuring that documentation meets regulatory and internal standards. Prepare briefing materials for senior management.
- Provide guidance and support to project teams on the legal and policy frameworks related to Indigenous consultation and rights.
- Develop strategies for participant funding.
- Develop and maintain strong, positive relationships with Indigenous communities, organizations and partners.
**The requirements**
- Undergraduate degree in Indigenous studies, environmental science, public policy or an equivalent combination of education and experience or similar field. A graduate degree is considered an asset.
- Minimum 8 to 10 years experience in Indigenous relations, impact assessment with expertise in consultation with Indigenous communities, ideally within the transportation, infrastructure, natural resources sector.
- Lived experience within Indigenous communities or extensive experience working with Indigenous group. Respect and knowledge of Indigenous cultures, traditions and values with a commitment to building long-term relationships.
- Strong understanding of Indigenous rights, federal and provincial consultation processes and regulatory frameworks in Canada. Understanding environmental impact assessments and Indigenous engagement best practices is essential.
- Proven experience in navigating complex policy environments and the ability to work effectively with government officials.
- Fluent in written and spoken French and English. The ability to communicate in one or multiple Indigenous languages is an asset.
- Excellent communication and organizational skills.
