- The Development Portfolio Manager will assist in supporting the development and management of the Region’s land portfolio and industrial reserve for redevelopment opportunities, emphasizing affordable housing, industrial and commercial sites, and strategic regional projects.
- The Development Portfolio Manager collaborates with other members of the Build Waterloo Region team to recommend and implement development portfolio strategies, including supporting the acquisition and discharge of strategic lands, preparing pro forma analysis in collaboration with other departments, overseeing the master development fund and preparing reports and recommendations.
- Projects are often complex, without defined parameters, and require the involvement and coordination/alignment of multiple stakeholders with different interests to ensure successful delivery of services.

**Duties/Responsibilities**
- Assists the business analyst and senior staff in developing and analysing project pro forma models and forecasts to evaluate various development scenarios.
- Establishes annual portfolio-level allocation targets and fund strategies to optimize the development portfolio, maintaining a self-sustaining revolving model. Develops a long-term development strategy for the Region’s Development Portfolio Fund that incorporates a comprehensive plan for growing the portfolio.
- Collaborates to prepare alternative plans and pro forma development budgets and recommends approval of the best alternative development project for each location.
- Collaborates with the Build Waterloo Region team to analyse development leads and prepare complete due diligence on potential projects, including site analyses, site capacity, planning approval issues, environmental assessment, development valuation, site servicing requirements, and community impacts.
- Leads the overall fiscal management of the Region’s development portfolio and provides supporting recommendations for acquiring and disposing of strategic land parcels with consideration of the local market and current real estate trends.
- Collaborates with the local development community by developing and maintaining solid relationships through implementing all engagement techniques, including cold calling, social networking, roundtables, focus groups, and online communication.
- Assists in responding to development leads by preparing project assessments and project business plans (cash flow requirements, funding requirements, operating pro formas, etc.).
- Prepares incentive calculations and development proposals for strategic business industries. Presents and tailors proposals for these clients to achieve specified needs.
- Collaborates with the Build Waterloo Region team and internal stakeholders to oversee internal and external reporting for the Development Portfolio and functions as the primary liaison with development expeditors, Finance staff and other stakeholders.
- Leads recommendations for implementing fund strategies, incorporating various decision-making tools, including profitability, net present value, internal rate of return, intrinsic value, discounted cash flow and value proposition analysis.
- Assists in feasibility studies of properties to identify potential redevelopment projects, including advising for mixed-use development.
- Provides input for the preparation and forecasting of development budgets.
