**Responsibilities**:
PRIMARY PURPOSE

Participates in development, implementation and delivery of the rail division’s safety and security programs in support of passenger and employee safety, and achievement of related strategies and plans. Provides advice and guidance to supervisors, managers and contractors to ensure compliance with policies, procedures, legislation. Facilitates in-depth investigations into incidents/accidents, analyses data using various collection methods and techniques, and audits internal practices.

KEY ACCOUNTABILITIES

Participates in implementing and modifying safety and security policies, procedures and manuals to align with changing practices and regulatory requirements.

Participates in projects and activities to enhance corporate performance and support a culture of safety, taking the lead on designated initiatives of small to moderate scope and consulting the Sr. Safety Advisor for any critical decision.

Carries out a range of safety and security activities for both operation safety and capital projects for BCRTC and WCE, such as research, investigations, inspections, audits, data capture, data analysis, and production of reports and statistics Provides specialized advice and guidance to supervisors, and managers and contractors to ensure compliance with policies, procedures, legislation.

Facilitates the investigation of all safety incidents, day or night on a rotational on-call basis, and analyses and documents related findings, recommending corrective action. compiles and analyses accident/incident statistics to identify trends in the types and causes of incidents. Produces reports highlighting specific areas of concern, conducts related research and develops/recommends plans to prevent critical incidents.

Maintains and stores video according to video handling and evidence retention requirements and testifies in court as a witness/expert, ensuring adherence to privacy legislation. Analyses data of evidentiary value collected from various sources such as CCTV, digital and visual communications, surveillance systems, data systems or media as and when required

Liaises with regulatory agencies such as BC Safety Authority and WorkSafe BC to exchange information, advice and coordinate activities.

Participates in various committees and meetings; and provides advice to supervisors and managers to ensure compliance with policies, procedures, legislation in achieving related corporate objectives.

**Qualifications**:
EDUCATION AND EXPERIENCE:
The requirements for this job are typically acquired through a diploma in a safety-related discipline, plus a Canadian Registered Safety Professional designation or equivalent, and 3 years of related experience.

OTHER REQUIREMENTS:
Solid knowledge of the concepts, principles, practices and techniques pertaining to safety and security.

Solid knowledge of the relevant policies, legislation and legal terminology.

Solid communication and interpersonal skills to conduct investigations, provide advice, participate on committees, and liaise with regulatory agencies.

Solid analytical skills to investigate accidents and critical incidents, analyze and document findings, and compile and analyze statistics.

Solid problem solving skills to identify causes of accidents and critical incidents, and to develop/recommend corrective action.

Excellent prioritizing, organizing and time management skills and an ability to manage multiple projects. Must be able to work with mínimal supervision as well as in a team environment.

Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations and web-based systems.
