**Main Purpose and Function**

The Street Use Coordinator is responsible for program coordination, administration and compliance of relevant by-laws related to permitted, licensed, and programmed activities on City street right-of-way. The position is a key contact for members of the public, and those involved in vending and programming activities. The position inspects, administers, and enforces terms of permits and by-laws to ensure that regulated activities conform to department standards and that use of City street space does not cause danger or inconvenience to the public. Engagement and communication with businesses, internal and external groups, and business associations.

The position reports to the Technical Supervisor-Engineering and works closely with staff within Engineering Services as well as other groups within the organization such as Planning, Urban Design and Sustainability. The position also consults and works with key business stakeholders (e.g., service vendors, contractors and consultants) and representatives to ensure that their requirements are well understood and addressed.

**Specific Duties/Responsibilities**
- Responsible for the outreach, education, documentation, and enforcement of on-street vending programs and related activities, including interpreting and explaining specifications, rules and regulations, identifying and resolving problems, responding to complaints, and ensuring remedial action is taken.
- Examines and analyzes preliminary and detailed design drawings submissions with regard to the Street Vending By-law, Street & Traffic By-law, and City Policies.
- Engages with program participants to suggest options, opportunities, and recommendations for licensed use of public space and compliance with various street use programs;
- Conducts site checks and inspection of on-street programming including conformance to and enforcement of permits and by-laws, and responding to public enquiries.
- Communicates and completes correspondence, including handling complex inquiries, with the public, other City departments and officials.
- Provides advice and direction and checks the work of junior staff; assists with training new staff.
- Organizes and attends meetings with businesses and/or their representatives to resolve conflicts, and to ensure compliance with by-laws and programs.
- Creates and maintains records and reports relating to field inspections, communication, and construction activities, enforcement action, and including taking photographs
- Other duties/responsibilities as assigned

**Minimum Qualification Requirements**

Education and Experience:

- Completion of a diploma in civil engineering technology, public relations, or community planning plus considerable related experience or an equivalent combination of education and experience
- A valid Class 5 BC driver’s license

Knowledge, Skills and Abilities:

- Considerable knowledge of program functions, regulations, procedures, policies and by-laws around transportation, mobility, on-street vending and street space to ensure safe use of the public realm
- Effective organizational, problem solving and time management skills
- Ability to plan and coordinate program activities, recommend strategies and processes related to the work.
- Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to exercise tact and good judgement in dealing with others
- Ability to supervise a small group of subordinates engaged in clerical and inspectional and regulatory work, and to participate in the work of Street Use Inspectors as required
- Ability to work independently, with little or no supervision, in a fast paced environment with multiple and competing deadlines;
- Ability to work collaboratively in a team environment and adapt to changes in the workplace
- Ability to handle a large volume of work with accuracy and efficiency in an environment of frequent inter
