**The Role**
- Supervises the administration and delivery of community housing and housing stability programs and agreements with housing providers, to ensure compliance with legislation, funding agreements/requirements, and Service Manager plans/policies/procedures. Supervises program development and implementation, including program supports and education/training for community providers of housing services. Program areas/assignments are in support of housing and homelessness prevention and community housing and related programs.**Duties/Responsibilities**
- Supervises program staff based on assignment, which may include program analysts, unsheltered support workers, housing program advisors, students and staff involved in asset and contract administration. Administers contracts with consultants.
- Provides guidance, support, and advice to project teams on the development of housing stability programs.
- Supervises the administration of community housing and housing stability program agreements with community providers of housing services (e.g., non-profit, co-operative housing, Waterloo Region Housing, new supply affordable housing, housing resource centres, emergency shelter, street outreach, rapid re-housing, supportive housing, homelessness outreach), to ensure compliance with legislation, funding agreements/requirements, and Service Manager plans/policies/procedures.
- Monitors and negotiates agreements/requirements and conducts operational reviews of same to ensure compliance with legislation, funding agreements/requirements, and Service Manager plans/policies/procedures. Works with housing providers to meet requirements. Communicates changes to program/processes to staff and housing providers.
- Assesses performance of community providers of housing services against quality initiative standards. Recommends remedial steps to meet standards, for management approval.
- Prepares/coordinates program reports, per funding requirements, in conjunction with other Division staff.
- Provides guidance to community providers of housing services regarding agreements, policies, guidelines, program expectations, standards, and operating/capital budgets. Provides information regarding potential funding opportunities and housing related initiatives, as appropriate (e.g., rent assistance programs).
- Ensures subsidy and program payments to community providers of housing services, per legislation and agreements. Works with Finance to investigate incorrect payments.
- Liaises with staff of Ministries and other municipalities to exchange best practices to support the delivery of housing programs.

- Works with divisional staff to coordinate and facilitate public consultations with stakeholder groups to further program objectives.
- Recommends and develops new programs/program improvements, local standards and protocols, and new/updated policies and procedures, based on legislative changes, funding, best practises, and the Housing and Homelessness Plan. Liaises with Legal when updating/creating agreements for revised/new funding initiatives.
