Director, Workforce Strategy

**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Executive Director, Workforce Strategy, the Director oversees the development, translation and implementation of regional and provincial workforce strategies with internal and external partners to support organizational transformation of policies, services, and programs.
The Director leads collaborative project teams, developing and fostering accountable partnerships with Island Health clinical and corporate leaders, along with key external partners at local, regional and provincial levels to advance work across Island Health as part of the next phase of the multi-year Health Human Resources (HHR) Sustainability initiative. The Director coordinates the implementation of emerging provincial HHR plans and aligns actions across projects and health authorities based on emerging best practice nationally and internationally.
The Director works collaboratively in a complex environment advancing strategies to improve the day-to-day work environment for staff, medical staff, volunteers and partners.
**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training and experience equivalent to a Master's Degree in a relevant healthcare, business or human resources discipline plus seven (7) years of progressively more senior experience at a leadership level, including at least three (3) years in a complex health care environment.
**Skills And Abilities**:
- Expert knowledge of HR strategic planning
- Proven leadership capabilities (See LEADS framework) and practices aligned to Island Health Values (C.A.R.E)
- Highly focused with proven ability to analyze information, create and execute strategic human resource policy and plans
- Committed to continuous learning for self and team
- Positive, proactive approach to addressing complex people related issues
- Excellent oral and written communication skills including the ability to facilitate negotiate and persuade others
- Excellent organizational skills including the ability to prioritize workload to meet deadlines
- Sound understanding of related legislation and labour relations law
- Sound understanding of project and change management theories and practices
- Team focused, and compassionate
- Sound understanding of privacy legislation and HR practices concerning confidentiality of information
- Ability to use related equipment including information systems, word processing, spreadsheet, database and Internet tools
- Physical ability to perform the duties of the job
