**The role**
- Provide leadership, advice, functional direction, planning, analysis, and an in-depth horizontal view and perspective to VIA HFR management regarding the evolution of procurement and contracting services strategy and activities, objectives, policies, change initiatives, and integrated risk-based decisions;
- Conduct work planning and provide advice for VIA HFR procurement and contracting transactions, as needed defines critical paths, strategies, success criteria and recommendations for the sound and effective delivery of contracting services supporting the specialized requirements of varied types of complex and non/complex contractual instruments;
- Provide leadership and advice in the development and promulgation of VIA HFR procurement and contracting policies, procedures, processes, strategic directions and key initiatives; determining the acceptable level of financial risk exposure; applies creativity in the conceptualization of innovative contracting approaches or alternative methods and processes ensuring overall contracting activities and related processes are rigorous and minimize financial risks; and presents results to departmental management for buy-in or approval;
- Provide leadership and advice in the quality assurance and control function ensuring contracting services activities comply with legislation, policies, and procedures; review, audit, and monitor contracting services activities, managing the development of comprehensive reports, and formulating recommendations to management;
- Lead the establishment and sustainability of consultation processes with a wide range of external stakeholders i.e. officials of partner organizations, other federal organizations, non-government organizations, industry sector, and suppliers; deliver presentations to management and other stakeholders on varied types of complex contractual instruments and related processes; services on interdepartmental committees; and negotiate agreements with external organizations and other government departments ensuring collaborative management for the effective delivery of contracting services.
**Requirements**:
- Bachelor’s degree in business administration, operations management, or other directly applicable field or equivalent education/experience;
- At least 10 years of experience in category procurement, strategic sourcing, supplier management and contract management;
- Experience with the supplier identification, selection and negotiation process;
- Knowledge of supplier management best practices and industry trends;
- Exceptional written, interpersonal and verbal communication skills requiring a balance of assertiveness, tact and diplomacy; demonstrated ability to lead difficult conversations and collaborate, facilitate, and achieve consensus amongst key stakeholders;
- Ability to work with teams across geographically dispersed locations;
- Demonstrated ability to influence others and drive change;
- Proven analytical and problem-solving skills, with a keen attention to detail;
- Ability to succeed under pressure, set priorities, and meet deadlines in a rapid-paced environment;
- Self-motivated with a positive attitude;
- Bilingual, spoken and written, in both English and French.
