Director, Project Cost Management

At VIA HFR, we are re-imagining passenger rail service on behalf of the Government of Canada Our goal is to create a new sustainable train network that that will run faster, more often and will be more reliable between Toronto and Québec City. The HFR project is Canada's largest infrastructure project in generations.

**The responsibilities**
- Participate in the review and approval of the project management plan with the Private Development Partner during the co-development phase of the railway program, covering all aspects of cost management.
- Oversee cost control processes, and lead requirements identification for the selection and implementation of systems and tools.
- Lead the cost breakdown and budget reconciliation of the monthly invoice review process
- Lead the quarterly review of the Co-Development Phase budget
- Establish and implement standardized documents and reporting formats for budget controls, ensuring consistency and clarity in communication across various project stakeholders.
- Provide accurate and timely project cost performance reports, offering data-driven analyses for informed decision-making for project stakeholders, including executive leadership, investors, and regulatory authorities.
- Collaborate with the Risk Management team to identify project cost risks and develop risk mitigation plans to minimize potential impacts on project timelines and budgets.
- Foster positive relationships and effective communication with the Private Development Partner, government agencies, community stakeholders, and engineering teams throughout the project lifecycle.

**The requirements**
- Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field (advanced degree preferred).
- Minimum 10 years of experience in a cost management or project control’s role.
- Proven experience in cost management, particularly in large-scale infrastructure projects such as rail, transportation, or construction projects.
- Analytical skills with the ability to interpret complex data, identify trends, and develop actionable insights.
- Ability to effectively communicate technical concepts to non-technical stakeholders.
- Strong problem-solving and decision-making abilities, with a focus on innovation, creativity, and continuous improvement.
- Ability to collaborate effectively with multidisciplinary teams and manage multiple priorities in a fast-paced environment.
- Being fluent in both Canadian official languages is required.
- Knowledge of Primavera is an asset.
