Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect - this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.

Tsawwassen First Nation also became a full member of Metro Vancouver, the first First Nation to do so. We are now going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.

TFN has an exciting and immediate opportunity for a Manager of Community Services to join our Member Services team. Reporting to the Director of Member Services, this position oversees the effective management of all key components of Tsawwassen First Nation’s community related services to TFN’s Members and extended families. Acting as the primary supporter and facilitator of the Director of Member Services’ program delivery, the Manager of Community Services will ensure the development of appropriate and specific programs that will significantly improve services that benefit TFN Members and the community.

**Duties and Responsibilities**:

- Manages the Member Services Department in the absence of the Director of Member Services.
- Oversee the administration of TFN’s Member records administration.
- Assist with Health and Family Services (HFS) administration, database management and report creation.
- Research, implement, and manage member records system for HFS.
- Oversee and manage privacy forms and adhere to confidentiality policies.
- Assist the Director of Member Services in initiating community programs according to TFN Legislation and Regulations, and government funding.
- Oversee and coordinate Community Services program delivery.
- Collaborate with department Managers, external partners and community leadership.
- Supervise the Member Records Administrator and Community Services Coordinator and leads by example.
- Sets work goals and plans for direct reports; monitors and reports on performance of staff against department objectives; carries out regular performance assessments and development planning for direct reports.
- Oversees preparation of budgets and monitors expenditures in accordance with approved budgets.
- Organize meetings, committees, conferences and training events for the Director of Member Services and team members as directed.

**Qualifications and Experience**:

- Diploma or degree in data administration, records management, or a field related to the job, plus 3-5 years of progressively more responsible management experience in the provision of social program or database related services; or an equivalent combination of education and experience.
- Supervisory experience in community-oriented service industry or other similar service and/or program delivery function.
- Knowledge of supervisory and managerial techniques and principles.
- Knowledge of First Nation history, culture, and communities.
- Demonstrated ability to mentor and coach staff.
- Ability to contribute or synthesize information required to develop strategic direction and program implementation working collaboratively with various stakeholder/community groups.
- Demonstrated competence in budget management.
- Intermediate to advanced experience of database management
- Satisfactory Criminal Records Check.
- Valid Class 5 BC Driver’s License.
- Ability to effectively prioritize workloads and meet required deadlines.
- High ethical standards and ability to maintain confidentiality.

**Working Conditions**:
Reporting to the Director of Member Services, the Manager of Community Services is required to work on-site, full-time (37.5) hours per week. Work is performed primarily indoors in an office environment. Off-site travel is occasionally required to attend meetings, committees, conferences and training events. Work occasionally involves managing health crisis situations. Work may include some evening or weekend work based on operational needs.

**Wages**:
Pay scale for this position is $54.65 - $61.48 per hour with excellent benefits including enrolment in the BC Municipal Pension Plan. Placement within the pay scale is based on a review of skills, experience & internal equity.
