- Provide IT Infrastructure, cyber security management and consulting services on new initiatives and assist operations managers province-wide through coordination and support of technical services for existing technology and standards (e.g. instrument and control systems, corporate operation and business systems), new implementations (e.g. SCADA, Maximo WMS, Process Data Management PDM, Wonderware), and internal/external resources
- Lead ongoing operation and maintenance of the Branch's customized computer systems and information processing services and information systems activities
- Develop and implement operational plans, policies, procedures, guidelines, standards, and best practices in accordance to GO-ITS standards
- Provide technical briefings, advice, expertise and recommendations to OCWA operations management and external clients on network infrastructure technology, cyber security issues, strategies and solutions
- Lead, develop and implement network architecture at water and wastewater plants/facilities province wide, including the development and deployment of network hardware infrastructure to provide safe and secure connectivity to OCWA corporate resources and assessment and coordination of local resources for remote connectivity to plants/facilities
- Lead infrastructure asset management lifecycle; perform risk analysis, inventory of asset replacement of end-of-life systems as required and develop policies and procedures within the asset management system including performance monitoring, root cause failure analysis to mitigate and prevent future failures
- Coordinate control system emergency response in order to ensure process control systems are kept operational and compliant including after-hours response; control system emergency recovery/contingency; and on-site support
- Manage province-wide network topology and associated hardware/software, internet gateway, cyber security-related systems such as VPNs, firewalls, intrusion detection systems, anti-virus systems, anti-spam systems, and network monitoring systems and monitors logs for unusual or suspicious activity to determine appropriate action
- Manage and Support Identity and Security Infrastructure using Microsoft Azure Technologies: Administer and optimize Azure Active Directory (AAD) for identity and access management, including configuring conditional access policies, managing role-base access controls (RBAC) and ensuring secure authentication across cloud-based services.

**Technical Knowledge and Skills**:

- Knowledge of Cisco LAN/WAN topologies, network architectural design and development, troubleshooting/network analysis techniques, and detailed knowledge of TCP/IP, VPN, VLAN, WLAN, WiFi, RADIUS, LTE and related network protocols, intrusion detection and prevention, cyber security systems, Cisco IOS infrastructure programming including routers, switches, ASA firewalls, multi-channel radio systems, Mobile Device Management, Windows server infrastructure and end user device management
- Knowledge in developing with technical blueprints/architectural drawings utilizing AutoCAD and Microsoft software technologies
- Knowledge using hand tools, digital voltmeters, signal/toner probes, network cable testers and certifying equipment, etc. to
isolate problems to the component level to effect repairs
- Project management skills including planning, estimating, scheduling, measuring, monitoring and controlling to manage multiple concurrent, complex infrastructure technology projects throughout the province
