Job description Opportunity Reporting to the Director of Development Services and Environmental Sustainability, the Chief Municipal Law Enforcement Officer is responsible for providing direction, management and administration of the By-Law Services Division. Responsibilities - Administers and enforces regulatory by-laws and provincial statutes and conducts field investigations of complaints, zoning infractions, property standard matters, noise complaints, site alteration, short-term rentals, and tree removal complaints, as well as proactive enforcement efforts. - Provides advice, interpretation and education regarding regulatory by-laws. - Monitors workload and service levels for the By-Law Services Division by developing, organizing, and directing the effective utilization of staff resources to efficiently carry out assigned tasks cost-effectively while meeting corporate initiatives and plans. - Promotes public awareness of regulatory by-laws and increases the voluntary compliance rate with various by-laws with public education and promotional activities. - Oversee and ensure the preparation of infractions, the issuance of notices of violation, Orders and any charges under the Provincial Offences Act and penalty notices via the Township’s Administrative Monetary Penalty By-law. - Prepare appropriate documents and court briefs and organize evidence for by-law contraventions and court proceedings. - Respond to emerging trends and changes to legislation by reviewing and updating the Township's existing regulatory by-laws and creating new by-laws where appropriate. - Makes recommendations on departmental goals, objectives, plans, policies and Departmental budgets; develops, supervises, recommends and administers departmental procedures, programs, systems and standards; manages and administers the by-law annual operating and capital budgets; monitors and controls expenditures. - Prepares and presents reports and recommendations to Council and Committees of Council. - Develops, reviews and implements, as necessary, changes in inspection protocol and enforcement policies and administrative processes based on corporate strategic goals, court rulings and legislative changes. - Ensures effective staff performance and development through regular coaching and training. - Fosters a team environment of mutual respect, accountability and professionalism within the Bylaw Enforcement Branch. Knowledge, Skills and Experience - Diploma in a law and security program, law enforcement or equivalent. - Certified as a Municipal Law Enforcement Officer with the Municipal Law Enforcement Officers' Association of Ontario, maintaining active membership. - Certified Property Standards Officer with the Ontario Property Standards Officer Association or in process, maintaining active membership. - 5-7 years’ experience as a municipal law enforcement officer or similar experience. - 2-3 years experience in a supervisory or leadership capacity - Thorough working knowledge and understanding of Municipal by-laws, Provincial Offences Act, Ontario Building Code (Property Standards), various Municipal, Provincial and Federal Acts, and their enforcement; knowledge and understanding of municipal by-laws, legal agreements; and the Occupational Health and Safety Act. - Experience in prosecution, courtroom litigation, the Canada Evidence Act, and the preparation and presentation of evidence. - Strong communication and mediation skills to negotiate to gain compliance with laws and mediate on controversial issues and concerns between parties, strong political acuity. - Excellent computer skills utilizing the Microsoft Office suite of products, internet and other database software - Ability to provide a current and acceptable Vulnerable Sector Criminal Reference Check. - Class "G" Driver's license in good standing and reliable vehicle to use on corporate business from time to time for meetings or training conferences when a municipal vehicle is not available.
