Information, Privacy and Special Projects

**Basic Function**:
Provision of information and privacy services, oversight of the County’s FOI and privacy programs, oversight of the County’s digital records storage system, and support to municipal election programs.

**Position Description**:

- Receive and respond to all Freedom of Information requests submitted to Norfolk County.
- Process FOI requests as set out in the _Municipal Freedom of Information and Protection of Privacy Act_.
- Locate and receive information requested by releasing information in accordance to the Act within the established timelines. Perform, assist and fulfil the statutory duties of the County Clerk, in his/her absence, in accordance with requirements of various pieces of legislation.
- Develop, implement and maintain a robust Privacy program including Privacy Impact Assessments, Personal Information Banks and a Privacy Breach protocol.
- Provide oversight of the corporate electronic records management system and work in collaboration with the Legislative and Records Coordinator in implementing and training within the corporation.
- Implement an electronic format for storage of records to expedite accessibility and reduce storage space needs.
- Investigate, review and establish an electronic format, when adoptable would improve accessibility to records owned by the County.
- Implement and oversee a routine disclosure of records process in collaboration with the Legislative and Records Coordinator
- Investigate, review and establish a corporate-wide routine disclosure of records process.
- Collaborate and develop appropriate policies and procedures for corporate staff.
- Provision of Special Projects assistance with municipal elections related to:

- Assistance with organization of elections in collaboration with the County Clerk and Elections Coordinator
- Maintenance of the County’s electronic elections database as provided through a third party vendor
- Maintenance, storage and destruction of municipal election records as per the _Municipal Elections Act_

**Requirements**:
**Knowledge and Experience**:

- Privacy, Access and Information Management Certificate (an asset)
- Records Management Certificate/Diploma or equivalent.
- Library Technician Diploma or Masters in Library and Information Science.
- Previous experience with Freedom of Information and/or Government statutes.
- Previous experience with municipal elections.
- Experienced with digital records management software programs

**Skills and Abilities**:

- Good organizational, interpersonal, supervisory and research skills.
- Comprehensive knowledge of the _Municipal Freedom of Information and Privacy Act and the Municipal Elections Act_.
- Analytical and decision making skills.
- Knowledge of Municipal policy and procedures.
- Information and privacy management experience
- Records management and/or library experience.
- Municipal elections experience.
- Understanding of computers and ability to make changes according to technological improvements.
- Understanding of classification and maintenance of records storage.
- A valid Ontario driver’s licence and access to a vehicle as travel is required.
- Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the _Occupational Health and Safety Act_.
