**JOB SUMMARY**
- The Organizational Development (OD) Consultant is a strategic internal advisor responsible for leading and supporting systemic change and organizational effectiveness initiatives. Grounded in evidence-based practices and behavioural science, the OD Consultant designs and implements strategies that enhance the City’s capacity to achieve its mission through its people, structures, and culture.
You will work collaboratively with senior leaders, cross-functional teams, and internal invested parties to diagnose organizational challenges, develop solutions, and facilitate interventions that align culture, systems, and structures with corporate strategy. This role plays a key part in shaping a high-performing, inclusive, resilient, and adaptable organization.
You will partner with departmental leaders and invested parties to assess organizational needs, identify opportunities, and deliver customized strategies that drive performance and engagement. Through the integration of best practices and data-informed insights, you will support teams in aligning people, processes, and goals to achieve measurable business outcomes.
You will lead complex, high-impact projects that advance strategic planning, performance and talent management, leadership and employee development, change management, and team effectiveness. Leveraging strong project and change management methodologies, you will ensure initiatives are delivered with clarity, alignment, and sustainable results.

**EDUCATION AND EXPERIENCE**
- Completion of a four-year degree in Business Administration, Human Resources, Organizational Development, Industrial/Organizational Psychology, or a related field.
A master’s degree in organizational development, Human Resources, Business Administration, or a related discipline is strongly preferred.
Minimum of six (6) years of progressive experience in the design, implementation, and evaluation of human resources and organizational development programs, including strategic planning, change management, and talent management.
At least two (2) years of experience in a lead project management role on large-scale, cross-functional or enterprise-wide initiatives.
Experience working in a consultative capacity, either internally or in a professional services environment, is considered a strong asset.

**CERTIFICATIONS AND LICENCES**
- Certification in psychometric assessment tools (e.g., **MBTI®, EQ-i 2.0®, DiSC®, Hogan Assessments, or StrengthsFinder**) is a strong asset.
- Project Management Professional (**PMP®**) certification or equivalent is considered an asset.
- Certification in change management methodologies (e.g., **Prosci®, ADKAR®, or CCMP**) is also an asset.
