**Position Summary**
The Property Services Manager, a key member of the Property Services management team within the Operational Services Department, is responsible for overseeing project management, providing leadership, and offering expertise in areas such as New School Construction, Tangible Capital Assets (TCA), Additions and Alterations (A&A), and Major Maintenance (MM) Projects within the Operational Services Department. In addition, the role involves acting as a technical expert, working closely with Facility Managers to ensure the efficient and optimal operation of building systems, aiming to conserve energy, reduce operating costs, and extend lifecycles. Collaborative efforts with Health & Safety are essential to ensure compliance with regulatory requirements for building systems. This position frequently collaborates with various stakeholders, including Provincial and Municipal governments, CCRCE Senior Management, Regional Staff, and School Principals, in support of educational services, schools, and facilities, aligning with the mandate, objectives, and policies of the Chignecto Central Regional Centre for Education.
**Responsibilities**
- Oversee projects focused on extending building lifespans, including system upgrades.
- Provide informed recommendations for architects, consultants, and general contractors to optimize project outcomes.
- Effectively manage project budgets, schedules, change orders, and adhere to OH&S regulations.
- Facilitate Sponsor Group meetings and coordinate discussions related to project warranties.
- Ensure the successful delivery of new school facilities, adhering to specifications and safety standards.
- Collaborate with external agencies, including Department of Education and Early Childhood Development and Department of Public Works to facilitate project progress.
- Address and resolve design issues, project scheduling challenges, and warranty matters to ensure project success.
- Lead the Board Wide Energy Initiative Program, emphasizing energy-efficient lighting and control system implementation.
- Review building performance regularly and make recommendations for enhancements.
- Collaborate with Efficiency Nova Scotia and CCRCE Finance to ensure the cost-effectiveness of energy-saving strategies.
- Oversee the coordination of fuel changeovers and ensure successful project completion.
- Provide expert advice to the Operations Department and Technology Department on building systems and equipment.
- Offer project management guidance and support to operational services managers.
- Assist in the training of maintenance staff for projects and preventive maintenance efforts.
- Perform all duties in a fiscally responsible manner, including related ad-hoc requests, within the financial framework and budgets as provided by Operational Services.
**Qualifications**
- Completion of the Nova Scotia Grade 12 Academic program or equivalent.
- Completion of a Post-Secondary Program in a field related to the description of work, or an Interprovincial Red Seal Trades Journeyperson’s license in an Electrical or Controls discipline. A combination of relevant education and significant related experience may be considered.
- Minimum of five (5) years’ experience in a project management role managing multiple simultaneous projects, OR Minimum of three (3) years’ experience in School Facility Property project management role OR Minimum of five (5) years’ experience in a position with progressively more complex responsibilities within the area of Commercial Property Services.
- Project Management Certification, or willingness to obtain certification, would be considered an asset.
- Proficiency in reading and interpreting blueprints, drawings, schematics, and technical documentation is essential for effective project management and decision-making.
- Specific experience in building design and construction practices such building design, mechanical, HVAC, electrical control systems, fire and security systems.
- Display a solid understanding of current and historical building codes, fire codes, relevant Acts and Regulations.
- Strong competence in operating computer systems and a wide assortment of software including MS Office, MS Teams, SAP, and various Energy Management Systems.
- Valid license to operate a vehicle in Nova Scotia.
- Agreement to provide a Child Abuse Registry Check and a Criminal Record statement according to CCRCE policies and standards.
