**JOB SUMMARY**
- The mandate of the Safety, Compliance, Training and Development Service is to provide training and development, safety and compliance, and quality and continuous improvement of bus, para transit and light rail services. Services and programs include appropriate safety and job training for transit employees, and the compliance, development and implementation of safety standards to protect the general public.
- You are responsible for monitoring, investigating, and enforcing compliance with regulations and legislation related to the transit network (bus and rail). You ensure transit staff and contractors are working in compliance with the regulatory framework for O-Train Line 1, and all governing bodies, including Transport Canada for O-Train Line 2 or the Ministry of Transportation of Ontario for conventional transit.
- You are also responsible for: monitoring compliance with the Regulatory Monitor and Compliance Officer’s (RMCO) recommendations and regulations, ensuring appropriate and timely implementation by staff and contractors; conducting investigations and compliance reviews of findings; auditing existing programs; making recommendations for improvements; and taking appropriate actions to address occurrences of non-compliance.
- In addition, you provide leadership and regulatory expertise on rail projects and systems, provide guidance for the resolution of issues, identify gaps, ensure safety and compliance with legislation, policies, regulations and recommendations.

**EDUCATION AND EXPERIENCE**
- Completion of 4 year university degree in business or public administration, engineering, occupational health and safety or a related field.
- Minimum 5 years of progressively responsible experience leading strategic projects, policy development, regulatory compliance, governance, auditing, risk assessments, or quality assurance projects of increasing complexity in the transportation industry.
- Experience in the rail industry is considered an asset.

**CERTIFICATIONS AND LICENCES**
- Valid Ontario unrestricted G class driver’s licence (or provincial equivalent) with no more than 6 demerit points accumulated
- Must obtain Canadian Rail Operating Rules and/or Electric Light Rail Operating Rules certification within the timeframe determined by the employer
- Canadian Registered Safety Professional (CRSP) with Board of Canadian Registered Safety Professionals is an asset

**KNOWLEDGE**
- Thorough knowledge of legislation, trends, policies, regulations, issues, principles and procedures related to regulatory compliance and governance
- A working knowledge of passenger railroad / transit operations railway industry procedures

- Familiar with Transport Canada standards and mass transit APTA
- Project management principles and techniques
- Understanding of municipal governments and unionized work environments
- Audit processes and procedures
- Planning and performance measurement theories and practices
- Possess general knowledge of the Corporation, departmental business requirements, policies and organizational structure, and legislative environment of the work location
- Knowledge of investigative methods, techniques and practices
- Knowledge of labour relations practices
- Policy development, implementation and evaluation techniques
- Best practice and risk-managed approaches
- Knowledge of risk assessments (both technical and project), risk identification analysis and mitigation
- Knowledge and understanding of workforce planning and staffing concepts and processes
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
