Fraser Health is looking to fill the crucial role of Director, Strategic Quality Improvement Initiatives covering the Surgical Information Systems and Cardiac Information Systems portfolio. This Director will be data-driven and focused on Ministry of Health waitlist management initiatives, and will be required to build strong relationships with the 12 sites as well as regional endoscopy.

Detailed Overview:
**Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families**:
Reporting to the Executive Director, Surgical Network, Anesthesia Network, Medical Device Reprocessing and Surgery Information Systems, this position is accountable for strategic leadership of Fraser Health and Ministry of Health (MOH) quality improvement initiatives/projects related to Surgical and Cardiac Services, including Surgery Information Systems (SIS), Cardiac Information Services and the Colon Screening Program.

Leadership responsibility involves large-scale complex reviews of practices, procedures and systems leading to enhanced integration of services, better service delivery, improved patient satisfaction, development of new programs and the delivery of cost-efficiencies for Fraser Health, Ministry of Health and the health care system. The mandate includes the identification, development, implementation and evaluation of Information Systems in support of Provincial programs, as well as leadership of key surgical priorities such as waitlist management and surgical scheduling.

Working in close collaboration with FH leadership and Ministry of Health (MOH), provides strategic leadership and accountability in the development of detailed project charters and plans; decision support; health planning, and the assessment of the climate for change. Based on the strategic goals of Fraser Health, consults with FH Surgical & Cardiology Network teams to prioritize quality initiatives/projects, define project scope and lead the development and implementation of system improvement projects. Directs and leads the implementation of action plans to meet designated goals within mandated timeframes. Provides direction, oversight, and coordination to complex projects such as waitlist management, ensuring clear communication between health authority and key stakeholder staff. Liaises with FH corporate support and private surgical centres in supporting surgical capacity initiatives.

Accountable to plan, lead and manage department staff including performance management, budget formulation and administration. Role requires effective communication and relationship building skills with shareholders such as perioperative leaders, surgeons /surgeon offices, the private sector and Ministry of Health and effective collaboration, consultation, liaison and negotiation with senior leaders, surgeons, anaesthesiologists, and stakeholder networks across FH. Liaises with external agencies such as the Ministry of Health (MOH) for planning and reporting purposes.

**Responsibilities**:

- Accountable to lead the development and implementation of Fraser Health and Provincial Ministry of Health strategic initiatives for Surgical and Cardiac Services across Fraser Health.
- Provides strategic leadership, oversight and accountability of designated Provincial initiatives/projects relating to the development of strategies, plans, models, systems, procedures and processes.
- Accountable and responsible to identify, develop, implement and evaluate Surgical and Cardiac Information Systems to improve quality and performance within Surgical and Cardiac operations.
- Establishes a collaborative framework for network leaders, teams and provincial stakeholders to participate and contribute to the development and implementation of required initiatives, including the coordination and leadership of resources from participating areas.
- Provides best practice expertise through strategic and operational planning, research, evaluation, forecasting/model development, complex feasibility studies, and business cases associated with large
- scale reviews of practices, procedures and systems.
- Accountable to lead key surgical initiatives, create project charters, detailed action plans, monitor and course correct to meet FH Executive and MoH deliverables.
- Ensures the needs of program areas are appropriately represented; new alternatives to health care delivery practices formulated and implemented which facilitate/support the effective and efficient utilization of resources in the provision of health care service delivery. Creates documents as required for resource evaluations and requests.
